In accordance with Section 29 of the 2002 Cook County Budget Resolution, I respectfully request that the Cook County Board of Commissioners authorize the Social Service Department, Circuit Court of Cook County to apply for a grant from the Illinois Department of Human Services (IDHS) through its Partner Abuse Intervention Services Program. Although the Social Service Department is not required to prepare an application, it is currently under consideration for grant funding in the amount of $38,000.00. This grant would provide third-year funding for court-ordered counseling for domestic violence offenders.

requesting authorization to apply for a grant in the amount of $5,404,726.00 for the Sheriff’s Chicago High Intensity Drug Trafficking Area (HIDTA) from the Office of National Drug Control Policy. The purpose of this grant is the continued funding of the Chicago HIDTA. The mission of the Chicago HIDTA is to combat drug trafficking and gang activity in the designated areas of Cook County.
Estimated Fiscal Impact: None. Grant Award: $5,404,726.00. Funding period: January 1, 2003 through December 31, 2003.

TIMOTHY C. EVANS, Chief Judge, Circuit Court of Cook County
requesting authorization to accept a grant in the amount of $225,000.00 from the State of Illinois Department of Human Services (DHS). The department was not required to prepare an application for this grant.
This grant would provide second-year funding for the court's evening reporting center for girls at 3517 West Arthington Street, Chicago, Illinois. Since the program was initiated last year, more than 100 female minors have been referred to the center which is administered by Aunt Martha's Youth Services and Family Focus. One hundred percent of the grant funds would be directed to these service providers.
The grant would follow County Grant Number 6830101, which expires at the end of the state’s fiscal year on June 30, 2002. No cash matching funds are required.
Estimated Fiscal Impact: None. Grant Award: $225,000.00. Funding period: July 1, 2002 through June 30, 2003.

The U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention (OJJDP), recently authorized a grant of $748,350.00 to Cook County for juvenile drug abuse programs. This grant is an earmarked appropriation from Congress and was included in OJJDP’s budget for award to the County. The application for these funds was submitted to the U.S. Department of Justice on August 17, 2001, before the implementation of the grant pre-application approval process.

We propose that these grant funds be used to replicate Life Skills Training (LST), a juvenile drug prevention program that has been evaluated and has demonstrated significant deterrent effects over a sustained period of time. LST is an exemplary violence prevention program that numerous evaluations conducted over a 15-year period show cuts tobacco, alcohol and marijuana use 50 to 75% among young people. LST is a three-year school-based intervention program to prevent gateway drug abuse. We propose implementing it in targeted Cook County schools and school districts.
LST has been recognized as an exemplary program by the American Medical Association, the National Institute on Drug Abuse, the National Centers for Disease Control, the American Psychological Association, the White House Office on Drug Policy, the U.S. Department of Justice and the U.S. Department of Education.
To implement the LST program in a timely manner in accordance with federal requirements, we request permission to enter into contracts with the following entities:
(1) Biopatterns Center for Health, a Chicago-based organization that provides program development, implementation, monitoring, evaluation and research services to government agencies and healthcare organizations. Under this one-year contract, Biopatterns will serve as Life Skills Training project coordinator reporting directly to the Cook County Judicial Advisory Council. They will be responsible for overall project management, managing subcontractors, establishing partnerships with interested schools, facilitating teacher training, oversight of school implementation of LST curriculum and project assessment. One-year contract for $97,920.00.
(2) National Health Promotion Associates (NHPA), a health consulting, research and development firm established by Dr. Gilbert Botvin, the developer of the Life Skills Training program in 1985. Dr. Botvin, a prevention scientist at Cornell University Medical College, established NHPA to provide training and technical assistance to school sites implementing the LST program. They provide technical assistance to sites who are implementing the LST program, train teachers to conduct the program, and train trainers to continue the program locally. Three-year contract not to exceed $175,000.00.
(3) Princeton Health Press, Inc. publishes the Life Skills Training material including teacher manuals, student guides and relaxation tapes. They are the only source for the Life Skills Training material. Three year contract not to exceed $112,000.00.
We respectfully request permission to accept these funds and to contract with the above organizations to provide management, technical assistance and training to implement the LST program in a timely manner and in accordance with federal regulations.

This grant will provide funding for our Sex Assault Response Program that aims towards developing the best procedures for the State’s Attorney’s Office to handle sexual assault cases throughout Cook County. This will involve conducting a two and a half day focus group to discuss the State’s Attorney’s current response to sexual assault cases, developing a model sexual assault protocol and facilitating a training seminar for State’s Attorney’s staff regarding the protocol. The program includes expenses involved in conducting the focus group, publishing and editing the model protocol and facilitating the training seminar. This grant requires that our office match one dollar for every three dollars of federal funding. The match commitment for this program is an in-kind match in the form of time donated by existing State’s Attorney’s staff to the development and execution of the program.

The objective of the program is to provide a continuum of services to help them break the cycle of drug dependency. Scholastic, Inc., the world’s largest publisher of children’s books, has developed an innovative reading program, READ 180, to support school districts in their efforts to improve reading achievement for students who read below grade level in upper elementary and middle grades. Vanderbilt University, Nashville, Tennessee, created and developed the READ 180 prototype, which has proven successful for more 10,000 students since its initial implementation during the 1994-1995 school year in Orange County, Florida. |

Program costs include a one-time fee for products and software; initial in-service implementation and training for Nancy B. Jefferson teaching staff and JTDC staff; and instructional materials for 480 students or 40 classrooms. Scholastic, Inc. will provide at no additional cost one high school stage of READ 180 and over 400 library books that correspond to the READ 180 program. |

Nancy B. Jefferson School/Chicago Public Schools has agreed to fund two new full-time teachers to facilitate and implement the READ 180 program during and after school hours; to pay the costs associated with replacing trade books as necessary and the cost of expanding the program to 40 classroom teachers; and to dedicate a full-time network server to run the READ 180 software program.
This system is used at other Chicago Public School locations, and has proven to be very successful in improving student’s reading scores. |

requesting authorization for the Purchasing Agent to extend for three (3) months, Contract No. 98-73-625 Rebid with Ravenswood Medical Resources Corporation, Chicago, Illinois, for the purchase of reagents and supplies for vendor provided portable blood gas analyzers for the Department of Pathology Laboratories, Consolidated Stat Laboratories.
Reason: These analyzers are included in the New Stroger Hospital of Cook County purchase package for laboratory equipment. This request will allow continued testing procedures of which the results enable physicians to monitor blood gases of patients at the bedside in the medical and pediatric intensive care unit, while new equipment is installed, personnel is trained and comparative studies performed to assure accuracy of the new equipment’s test results.
