requesting authorization to apply for a grant in accordance with Section 30 of the 2003 Cook County Budget Resolution from the Administrative Office of the Illinois Courts (AOIC). This $14,000.00 grant, funded through the State Court Improvement Program (CIP), will fully fund a proposed independent evaluation of the Child Protection Mediation Program by the Center for Analysis of Alternative Dispute Resolution Systems (CAADRS). The independent evaluation by CAADRS will assess the program’s progress and effectiveness. The evaluation will also identify areas where modification and expansion of the program in the future could provide additional benefits to the court and the families it serves. CAADRS, based in Chicago, has conducted similar evaluations for other divisions of the Circuit Court of Cook County.
The court’s Child Protection Mediation Program was initiated in February 2001 to enhance the court’s ability to make better informed decisions for minors about issues such as safety, visitation, family reunification and permanency. The program model provides for participation by attorneys, case managers, foster parents, family members and other individuals involved with the family.

requesting authorization to accept a grant award in the amount of $117,000.00 from the Illinois Violence Prevention Authority.
This grant will provide funding for the court’s Family Violence Coordinating Councils program which provides education and community outreach to address family violence. Established in 1996, the program has six councils, one in each of the five suburban municipal districts, and one countywide. These councils serve as local forums to improve the institutional and professional response to family violence issues. Council activities include education, prevention and coordination of intervention and other services for victims and perpetrators of child abuse, domestic violence and elder abuse.

requesting authorization to apply for a federal block grant renewal in accordance with Section 30 of the 2003 Cook County Budget Resolution. These funds are made available through the Illinois Criminal Justice Information Authority (ICJIA) in the amount of $859,516.00. Specifically, these funds will be used to continue the State’s Attorney’s youth diversion and crime reduction program, known as Project Reclaim.
These funds will be utilized for the purpose of continuing to provide a wide range of services to 10 to 17 year old high risk youth. These services will continue to include, but not be limited to, intensive individual and family counseling, substance abuse counseling, drug testing and mentoring services. This program has operated for three years with excellent results.
This agreement requires an $95,502.00 cash match and will be used for counseling services.

requesting authorization to renew a grant in the amount of $201,500.00 from the Illinois Criminal Justice Information Authority (ICJIA) for the Chicago Response Program. Chicago Response is a collaborative project among the State’s Attorney’s Office, the Chicago Police Department and the Mayor’s Domestic Violence Advisory Council. This grant will fund four (4) full-time investigators as well as one (1) administrative assistant who are assigned to the Domestic Violence Division at 1340 South Michigan Avenue.
This grant requires that the office match one (1) dollar for every three (3) dollars of federal funding. The match commitment for this program is a cash match that fully supports the salary and fringe benefits of one investigator as well as supports a portion of the salaries and fringe benefits of the three (3) other investigators and administrative assistant.
This grant does not require an application process. The award was made by the Illinois Criminal Justice Information Authority for the specific purpose of renewing this program. The last request to accept this renewal was on June 3, 2003 by the Cook County Board of Commissioners.

requesting authorization to renew a grant in the amount of $172,245.00 from the Illinois Criminal Justice Information Authority (ICJIA). This grant will provide the sixth year of continued funding for the Sex Offender Prosecution Program that aims to strengthen the State Attorney’s response to felony sexual assault cases with adult female victims. The program includes three (3) full-time positions, specifically two (2) assistant state’s attorneys and one (1) victim specialist.
This grant requires that the office match one (1) dollar for every three (3) dollars of federal funding. The match commitment for this program is a cash match that supports a portion of the salaries and fringe benefits of the two (2) assistant state’s attorneys and the victim specialist.

This grant provides continued funding for the Complex Drug Prosecutions Initiative. This program funds the salaries of nine (9) assistant state’s attorneys, six (6) investigators, two (2) administrative assistants and two (2) support positions. The Complex Drug Prosecutions Initiative focuses on implementing strategies that have proven to be effective in combating drug enterprises and networks operating in the city and suburban Cook County.
This grant requires that the office match one (1) dollar for every three (3) dollars of federal funding. The match commitment for this program is a cash match that fully supports the salary of one (1) support position and partially supports the salary of one (1) investigator. In addition, the cash match fully supports the fringe benefits for all nineteen (19) grant funded positions.
No application process was required to receive this grant award.

I respectfully submit to your Honorable Body and recommend for adoption, an ordinance revising the speed limit along 94th Avenue, 167th Street to 159th Street, which is under the maintenance jurisdiction of Cook County. The recommended speed limit was determined by engineering and traffic investigation in accordance with the provisions of Article VI of the Illinois Vehicle Code and as more fully explained in the following ordinance.
It is respectfully requested that, should your Honorable Body concur in these recommendations, the ordinance be adopted.
IT IS HEREBY DECLARED by the Board of Commissioners of Cook County, Illinois, that the basic statutory vehicular speed limits established by Section 11-601 of the Illinois Vehicle Code are greater, or less, than that considered reasonable and proper on the road listed below for which the County has maintenance responsibility and which is not under the jurisdiction of the Department of Transportation, State of Illinois; and
BE IT FURTHER DECLARED that this Board has caused to be made an engineering and traffic investigation upon the road listed below; and
BE IT FURTHER DECLARED that by virtue of Section 11-604 of the above Code, this Board determines and declares that reasonable and proper absolute maximum speed limits upon the road described below shall be as stated herein; and

The recommended speed limit was determined by engineering and traffic investigation in accordance with the provisions of Article VI of the Illinois Vehicle Code and as more fully explained in the following ordinance.

Respectfully request the adoption of this resolution and authorization to notify the Office of the Governor of the County’s intent to retain its bond volume cap for various housing and economic development purposes.
The County of Cook must adopt a resolution to retain $8,729,840.00 in private activity bonds no later than April 30, 2004. Failure to adopt such a resolution and notification to the Office of the Governor would result in forfeiture of the bond cap to the State.

Concerning 2004 Bond Volume Cap
WHEREAS, the County of Cook, Illinois (the “County”) is a home rule unit under Subsection (a) of Section 6, Article VII of the Illinois Constitution of 1970; and
WHEREAS, there exists within the borders of the County a recognized need for decent, well-constructed and maintained affordable housing and the need for lower cost financing of business expansion to create and retain jobs; and
WHEREAS, the County is authorized under state law and the County’s home rule powers, among other purposes, (i) to issue revenue bonds (“Bonds”) to finance below market interest rate mortgage loans to individuals, (ii) to finance below market interest rate loans to businesses and other organizations to encourage the creation and retention of jobs and (iii) to issue mortgage credits certificates (“Certificates”) to provide housing assistance for qualified individuals; and
WHEREAS, the Internal Revenue Code of 1986, as amended (the “Code”) limits the amount of Bonds and Certificates that may be issued by the County on a tax-exempt basis under the Code; and
WHEREAS, the County desires to consider establishing and implementing 2004 Bond and Certificate programs with the allocation of its 2004 bond volume cap as defined in Section 146 of the Code (the “Volume Cap”) in the amount of $8,729,840.00; and
WHEREAS, pursuant to the Illinois Private Activity Bond Allocation Act (the “Act”), the County’s Volume Cap allocation may be ceded to the State of Illinois if it is not used or allocated to specific projects or purposes by April 30, 2004.
NOW, THEREFORE, BE IT RESOLVED, by the President and the Board of Commissioners of the County of Cook, Illinois (“Corporate Authorities”):
Section 1. Public Purpose. It is hereby found, determined and declared that the purpose of this Resolution is to take steps designed to reduce the cost of financing principal residences located in the County in order to provide decent, affordable housing for qualifying persons of low and moderate income; to provide below market interest rate loans to businesses and other organizations to create and retain jobs; and issue bonds for any other purpose allowed by law.

Section 2. Allocation of Volume Cap. The Corporate Authorities hereby authorize the allocation of the entire amount of the County’s Volume Cap for calendar year 2004 to a Single Family Mortgage Bond, a Mortgage Credit Certificate Program, an Industrial Revenue Bond Program, any combination thereof, or any other purpose allowed by law, to be approved by the Corporate Authorities.
Section 3. Approval of Further Actions. From and after the adoption of this Resolution, the proper officials, agents and employees of the County are hereby authorized, empowered and directed to do all such acts and things and to execute all such documents as may be necessary to carry out and comply with the provisions of this Resolution or to effectuate the purpose hereof.
Section 4. Effective Date. This Resolution shall be in full force and effect upon its passage and approval.

This Resolution is required so that the company can complete its application to the Assessor of Cook County within the 90-day period from purchase of the property that occurred on October 30, 2003.

WHEREAS, the Cook County Board of Commissioners has adopted a Real Property Assessment Classification 6b that provides an applicant a reduction in the assessment level for an industrial facility; and
WHEREAS, the County Board of Commissioners has received and reviewed an application from VIP III, LLC and the Resolution from Bridgeview for an abandoned facility located at 10004 South 76th Avenue, Bridgeview, Cook County, Illinois, Property Index Number 23-12-400-029-0000; and
WHEREAS, Class 6b requires the validation by the County Board of the shortened period of qualifying abandonment in cases where the industrial facility has been abandoned for less than 24 consecutive months upon purchase; and
WHEREAS, the Cook County Board of Commissioners has determined that the building was abandoned for two (2) months at the time of purchase and that special circumstances are present.
