RESOLUTION

 

WHEREAS, the Cook County Board of Commissioners has the legal authority to authorize its departments and offices to open and maintain checking and savings accounts at various banks; and

 

WHEREAS, it is now necessary to update those persons who are authorized to be signatories on these checking and savings accounts.

 

NOW, THEREFORE, BE IT RESOLVED, that the checking and/or savings accounts at Seaway National Bank, for the following purposes, be updated for Patient Refund.

 

BE IT FURTHER RESOLVED, that the following are the names of those persons who are authorized to sign checks on these checking and/or savings accounts and that the signatures of at least two (2) of these shall be required on each check:

 

                                                1.      Ruth M. Rothstein

                                                2.      Alvin Holley

                                                3.      Johnny C. Brown

                                                4.      Richard C. Powell

                                                5.      John F. Chambers Yogi Mahendra

 

BE IT FURTHER RESOLVED, that the following are the names of those persons who are authorized to wire or otherwise transfer funds from the Stroger Hospital of Cook County accounts to other County of Cook bank accounts:

BE IT FURTHER RESOLVED, that the following persons heretofore to be signatories shall be deleted:

BE IT FURTHER RESOLVED, that the County Auditor be directed to audit the checking accounts of said institution at the close of each Fiscal Year or at anytime she sees fit, and to file report(s) thereon with the Cook County Board.

 

BE IT FURTHER RESOLVED, that any funds drawn on said checking or savings accounts for deposit with the County Treasurer shall be transmitted to the Cook County Comptroller with an itemization of collections and designation of the account in the Office of the Comptroller.

WHEREAS, a Collective Bargaining Agreement for the period of December 1, 2001 through November 30, 2004 has been negotiated between the County of Cook/Sheriff of Cook County (as joint employers) and the Metropolitan Alliance of Police Cook County Correctional Officers Chapter 222; and

 

WHEREAS, salaries and wages for this agreement has previously been approved by the Board of Commissioners.

 

NOW, THEREFORE, BE IT RESOLVED, that this union agreement be approved by the Board of Commissioners of Cook County.

Congratulating the Howard Area Community Center and Sheila Reynolds Berner

on the Completion of the Sheila Reynolds Berner Family Center

 

WHEREAS, the Howard Area Community Center has been an integral part of the Rogers Park neighborhood since 1967 when it opened its doors to help meet the emergency and language needs of the neighborhood’s primarily low-income immigrant population; and

 

WHEREAS, today, the Howard Area Community Center strives to assist low-income individuals and families to stabilize their lives and to develop the skills necessary to become effective community members; and

 

WHEREAS, the Howard Area Community Center recognizes that the issues faced by many individuals and families cannot be neatly categorized and resolved with single-focused programs and so has remained dedicated to being a community organization that functions as an integrated network providing for a variety of service and social needs from one location; and

 

WHEREAS, in its 36 years of serving the community, the Howard Area Community Center has grown in size and scope to serve more than 5,000 individuals each year through programs that work with community residents of all ages from infants and toddlers to the elderly; and

 

WHEREAS, the Howard Area Community Center has prioritized early childhood programming as an essential community service need and to expand their efforts in this area, have opened a new state-of-the-art Family Center that will house all of its early childhood programs including a new child care center; and

 

WHEREAS, the new facility has been officially named the Sheila Reynolds Berner Family Center in honor of Mrs. Reynolds Berner who has worked at Howard Area Community Center as a volunteer for 17 years; and

 

WHEREAS, Mrs. Reynolds Berner earned a Masters degree in Social Work from Loyola University after raising her four children; and

 

WHEREAS, as a trained social worker, Sheila Reynolds Berner recognized the importance of and need for the community based work being undertaken by the Howard Area Community Center; and

 

WHEREAS, Sheila Reynolds Berner stands out as one of the Howard Area Community Center’s most significant supporters who has contributed her time, professional skills, resources and financial support for the work of the Center; and

 

WHEREAS, Sheila Reynolds Berner has been a tireless advocate for the neighborhood residents she served and has never waived in her commitment to helping people improve their lives; and

 

WHEREAS, the Sheila Reynolds Berner Family Center held it opening celebration on Friday, January 30, 2004.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby warmly congratulate the Howard Area Community Center and Sheila Reynolds Berner on the completion and opening of the Sheila Reynolds Berner Family Center; and

Congratulating the Winnetka Park District on its Centennial Anniversary

 

WHEREAS, the Winnetka Park District was founded in 1904 by a group of residents who banded together to purchase a small parcel of land, known as Station Park, at Elm Street and Green Bay Road for roughly $8,500; and

 

WHEREAS, the Station Park purchase marked the beginning of the community’s beautification efforts which continue today; and

 

WHEREAS, the Winnetka Park District is the fourth oldest park district in Illinois; and

 

WHEREAS, through the hard work and commitment of countless numbers of residents who have served on the Park District Board and volunteered for the District, and because of the general support of the community, the Winnetka Park District has grown to include 28 parks totaling 244 acres; and

 

WHEREAS, the Winnetka Park District includes among its facilities three swimming beaches, a boating beach, Winnetka Ice Arena, A.C. Nielsen Tennis Center, Winnetka Golf Club, a skate park, and several platform tennis courts; and

 

WHEREAS, throughout its 100 year history, the Winnetka Park District has worked to address the recreational needs of all its residents by always looking toward the future with an innovative eye; and

 

WHEREAS, the Winnetka Park District was the first park district in the State of Illinois to offer a handicapped accessible beach and the first dog beach; and

 

WHEREAS, the Winnetka Park District is recognized as an essential community agency that provides invaluable services and countless recreational opportunities to the citizens of Winnetka.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby congratulate the Winnetka Park District on its 100th Anniversary and commends the citizens of Winnetka for their ongoing support of the Park District; and

Congratulating Jesse and Selma White on their

100th Birthdays and 79th Wedding Anniversary

 

WHEREAS, Jesse White was born on January 3, 1904 in Chicago’s West Side Austin neighborhood and upon finishing grade school, went to work at the Chicago Board of Trade; and

 

WHEREAS, Selma Groop, known as Sal to her family and friends, was born on October 6, 1903 in Crystal Falls, Michigan and as an adventuress young woman, moved to Chicago at the age of 17 to find work; and

 

WHEREAS, Jesse and Sal met while working at Western Electric, had their first date in 1923 at the Chicago Theater, and were married two years later; and

 

WHEREAS, as a young married couple, Jesse and Sal worked together to overcome the many challenges they faced as a result of the Great Depression including Jesse’s three month absence traveling to the Alaskan gold fields for work; and

 

WHEREAS, Jesse and Sal had their first child, Roger, in 1937 and later welcomed the arrival of their daughter Pam in 1945; and

 

WHEREAS, after living in Chicago for the first twenty years of their marriage, in 1947, they decided to make Skokie their home and have lived there ever since; and

 

WHEREAS, while both Jesse and Sal worked outside the home, he worked for thirty years at the Bismarck Hotel in Chicago, and starting in 1953, she worked with the Quickset Camera Company, they cherished their family life and always made time for each other; and

 

WHEREAS, Jesse and Sal are the proud grandparents of five grandchildren and five great-grandchildren and they delight in spending time with their grandchildren who bring them countless moments of joy and love; and

 

WHEREAS, for the last eighty-one years, Jesse and Sal have remained true and steadfast in their love for one another, have always taken time to talk out their problems, and recognize the importance of compromise in their relationship; and

 

WHEREAS, Jesse and Sal are a modern day example of living life to its fullest, both are still active at age 100, and prove that love can carry you through life’s ups and downs.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby congratulate Jesse and Selma White on their 100th Birthdays and their 79th Wedding Anniversary; and

WHEREAS, Aldo A. DeAngelis was a member of the Illinois General Assembly, where he compiled an 18 year legislative career of dedicated service to the people of the 40th District; and

 

WHEREAS, as a State Senator, Aldo A. DeAngelis was known as a tireless fighter for the business community, and was often consulted for his expertise developed during his career as President of Vulcan Tube and Metals Corporation; and

 

WHEREAS, Aldo A. DeAngelis was active in the Italian-American community in Chicago Heights, and was widely known for his passionate approach to fine Italian cooking; and

 

WHEREAS, Aldo A. DeAngelis has left behind a legacy of accomplishment for his beloved Chicago Heights community; and

 

WHEREAS, all who knew him will attest that Senator Aldo A. DeAngelis was a kind and compassionate leader, virtuous of character and gentle in spirit, possessive of the most delightful sense of humor, admired and respected by his many friends and neighbors, and dearly loved by his relatives; now therefore

WHEREAS, the Women’s Bar Association of Illinois (WBAI) is celebrating its 90th Anniversary on March 5, 2004; and

 

WHEREAS, since 1914, the WBAI has promoted the involvement of women attorneys through business and professional development and advocacy of women’s interests; and

 

WHEREAS, the WBAI was the first professional organization in Illinois dedicated to securing and promoting legal careers for women; and

 

WHEREAS, the WBAI’s earliest efforts to promote the interests and welfare of women revolved around passage of a constitutional amendment to permit women to vote and legislation allowing women to serve on juries; and

 

WHEREAS, the WBAI serves Cook County voters by evaluating and recommending judicial candidates in order to promote a court system that is reflective of the diversity of the legal community; and

 

WHEREAS, for more than fifty years, the WBAI newsletter has provided commentary on legal and legislative developments of particular interest to women attorneys and publicizing the accomplishments of its members; and

 

WHEREAS, the celebration of this milestone raises awareness of the historical significance that the WBAI organization and individual members have had within both the legal community and the state at-large.

 

NOW, THEREFORE, BE IT RESOLVED, that we, the Cook County Board of Commissioners, gathered here this 19th day of February 2004, do hereby express our congratulations to the WBAI on their ninety years of success and service to Cook County and Illinois; and

WHEREAS, GARY WILT passed from this life after living fifty-nine years, on Friday, February 13, 2004, and was waked at Riverside Town Hall; and

 

WHEREAS, GARY WILT was a resident of many years in North Riverside, Illinois; and

 

WHEREAS, GARY WILT was the beloved husband of Vera; and

 

WHEREAS, GARY WILT was the devoted father of Adam and Alix; and

 

WHEREAS, GARY WILT was a Supervisor for the Township of Riverside, Illinois, from 1997 to 2004; and

 

WHEREAS, GARY WILT was a veteran of the United States Air Force and served our country faithfully from 1964 to 1968; and

 

WHEREAS, GARY WILT was active with the Township Officials of Cook County Supervisor’s Division, Sokol Berwyn, Slavsky Organization, American Legion Post 422, North Riverside political party, North Riverside VIP Party, Riverside GOP, Riverside Township of Lyons Club, CSA Fraternal Club, North Riverside Board of Zoning Appeals, Former Director of the Bohemian Home for the Aged, past president of Ceskabeseda organization, and affiliations with other organizations; and

 

WHEREAS, GARY WILT was highly respected by his family, friends, co-workers, business associates and all who knew him.

MARIA TERESA ALVARADO AVILA

 

WHEREAS, MARIA TERESA ALVARADO AVILA passed from this life on Sunday, February 1, 2004 at the Bayfront Medical Center in St. Petersburg Beach, Florida; and was waked at Beach Memorial Chapel and further mourned at her funeral at St. John's Catholic Church, St. Petersburg Beach, Florida, and was buried at Memorial Park Cemetery, St. Petersburg, Florida; and

 

WHEREAS, MARIA TERESA ALVARADO AVILA was born January 7, 1914, in El Paso, Texas to Marie Prieto and Jose Merced Alvarado Bernal; and

 

WHEREAS, MARIA TERESA ALVARADO AVILA's mother, Marie Prieto, died when she was four years old, and she and her sister, Lala Alvarado, lived with her paternal Aunts "Panchita" Frances Alvarado Fernandez, Jovita Alvarado Fernandez, and Ciria Alvarado Sorini; and

 

WHEREAS, MARIA TERESA ALVARADO AVILA's father, Jose Merced Alvarado Bernal, with her and her sister, Lala Alvarado, migrated to Chicago, Illinois when he worked for the New York Central Railroad about 1925-30; and

 

WHEREAS, MARIA TERESA ALVARADO AVILA stood only about 4 feet 10 inches tall, she stood at least 10 feet tall or more with her indomitable spirit in overcoming obstacles; and

 

WHEREAS, MARIA TERESA ALVARADO AVILA sold homemade ice cream, sweet potatoes, and paper shopping bags with handles on Maxwell Street in Chicago during the Depression; worked at the old Nabisco Cookie Factory formerly located on Polk Street; and helped run Bob's Grocery Store located near Taylor Street in the Old Italian neighborhood; and

 

WHEREAS, MARIA TERESA ALVARADO AVILA lived at 1142 South Ashland, Chicago, Illinois among many Chicago addresses the many years that she resided in Chicago; and

 

WHEREAS, MARIA TERESA ALVARADO AVILA worked for the Office of the Clerk of the Circuit Court of Cook County, retired about 1975, and moved to St. Petersburg Beach, Florida; and

 

WHEREAS, MARIA TERESA ALVARADO AVILA spoke both English and Spanish and translated for the judges, lawyers, law enforcement officers, and others in the offices and the Courts of the Circuit Court of Cook County; therefore, helping many Hispanic immigrants; and

 

WHEREAS, MARIA TERESA ALVARADO AVILA served as a Precinct Captain for the 5th Precinct of the 46th Ward when she and her family lived in the Wrigley section of Lakeview in Chicago; and also worked as a Precinct Worker in the "Old" (before redistricting) 1st Ward for about ten years and also worked in the 22nd Ward in Chicago; and

 

WHEREAS, MARIA TERESA ALVARADO AVILA lived to see her son, Manuel Frank Avila, who walked the precincts with her to get out the votes, when he was elected and installed as Commissioner of the Water Reclamation District of Great Chicago; and

 

            WHEREAS, MARIA TERESA ALVARADO AVILA enjoyed animals and particularly her dogs including her boxer King whose ashes were buried with her and a smaller dog, Chewie who lived with her to her death; and, her grandson Ricky’s dog, Bart, who ended up with her when Ricky went to Afghanistan; and

 

            WHEREAS, MARIA TERESA ALVARADO AVILA enjoyed traveling, particularly on a trip to Spain for her 80th Birthday; an Odyssey to El Paso, Texas to reunite with her Alvarado cousins; trips to visit her various grandchildren scattered throughout the USA and cruises to Costa Rica and Alaska; and

 

            WHEREAS, MARIA TERESA ALVARADO AVILA married Francisco M. Parocua Avila in 1936 in Indiana, they lived together in Chicago and later she divorced him; and

 

            WHEREAS, MARIA TERESA ALVARADO AVILA was the loving and devoted matriarch of the Alvarado-Avila family and a single parent to her loving children including Manuel Frank Avila, Mary Theresa Avila Pabon, Richard Avila and Daniel Avila.  At one time Teresa helped raise her three step sons, Russell Metzger Avila, Richard Frank Metzger Avila and Robert Metzger Avila; and

 

            WHEREAS, MARIA TERESA ALVARADO AVILA valued education and strongly encouraged and supported her children and grandchildren to attend college and continue to further their education even though she only had an elementary education; and

 

            WHEREAS, MARIA TERESA ALVARADO AVILA took her family on numerous field trips to the various museums, zoos and parks; and

 

            WHEREAS, MARIA TERESA ALVARADO AVILA leaves behind to mourn her eight precious and loved grandchildren: Anthony Pabon, Rick Higgins Avila serving in the Marines in Afghanistan; Frank B. Avila, serving in the U.S. Army Reserves, Chicago; Quinn Avila, Audrey Avila, Dan Avila, Sr., Brandi Avila Valdez and Robert Avila, serving in the Navy in Korea. She was also blessed with eight step grandchildren: Aimee Metzger Avila, James Metzger Avila, Penny Metzger Avila Peng, Russell Metzger Avila, Jr., Twins Ricky and Roger Metzger Avila, Elena Metzger Avila Strom in North Carolina and Elena’s twin Rick Metzger Avila, Jr.; and

 

            WHEREAS, MARIA TERESA ALVARADO AVILA was blessed by the births of five great grandchildren: Daniel Justin “DJ” Avila, (Step) Ashley Marie Faltrum, Alexandra Pabon, Danielle Pabon, Alexandra “Alli” Valdez, and three step-great grandchildren James Avila, Natalie Strom and Colby Avila; and

 

            WHEREAS, MARIA TERESA ALVARADO AVILA leaves behind her beloved sister, Lala Alvarado Carvajal, to mourn her; and

 

            WHEREAS, countless people mourn the passing of this wonderful lady who lived a very full life sometimes working two or more jobs at a time, giving freely of her time and energy to her family, friends, and people in her precincts whom she knew by name and provided nurturing, food, clothing, furniture, Christmas baskets and other needs for them.

 

            NOW, THEREFORE, BE IT RESOLVED, that the Water Reclamation District of Great Chicago staff, and all who knew her extend condolences to the family of MARIA TERESA ALVARADO AVILA; and

 

BE IT FURTHER RESOLVED, that this Resolution be spread upon the official proceedings of this Honorable Body and a suitable copy of same be tendered to the family of MARIA TERESA ALVARADO AVILA.

HONORING PHILLIP BIANCO, JR.

 

WHEREAS, Phillip Bianco, Jr. celebrated a 65th birthday on January 27, 2004; and

 

WHEREAS, Phillip Bianco, Jr. has been married to his wife Patricia since 1959; and

 

WHEREAS, Phillip Bianco, Jr. and his wife have a son Phillip Matthew, married to Judy who have blessed the Bianco family with grandsons Phillip Anthony and Alex Jacob; and

 

WHEREAS, Phillip Bianco, Jr. and his wife have a daughter Pamela Lucille married to Michael Frances Browne and they have blessed the Bianco family with grandsons Michael Frances, Jr. and Zachary; and

 

WHEREAS, Phillip Bianco, Jr. served 30 years at Amoco Corporation; and

 

WHEREAS, Phillip Bianco, Jr. served in the Illinois Legislature as Illinois State Central Committeeman; and

 

WHEREAS, Phillip Bianco, Jr. served as a Chicago Ward Committeeman; and

 

WHEREAS, Phillip Bianco, Jr. retired from service in the Cook County Assessor’s Office in 2003; and

 

WHEREAS, Phillip Bianco, Jr. is an honorable man who has served this society and the State of Illinois to the fullest of honesty and respect; and

 

WHEREAS, Phillip Bianco, Jr. is a man of high integrity, loving husband, father and grandfather; and

 

WHEREAS, Phillip Bianco, Jr. has multiple interests including gardening and a love of cars; and

 

WHEREAS, this Honorable Body takes great pride in recognizing those members of the community who work to advance progress, now be it resolved that the President and Cook County Board of Commissioners wish to extend their thanks to Phillip Bianco, Jr. for his dedication and leadership amongst his peers and citizens striving to be a continuous credit to his jobs, family, friends and community and extending a happy 65th birthday wish along with congratulations on his retirement from Cook County; and

PRESIDENT OF THE COOK COUNTY BOARD OF COMMISSIONERS

 

WHEREAS, Almighty God, in His infinite wisdom, has called former Cook County Commissioner and Cook County Sheriff, Joseph Ignatius Woods from our midst; and

 

WHEREAS, a deeply religious and a very brave man, Mr. Woods attended seminary school; after the seminary, Mr. Woods moved out to California and joined his church's choir.  During that time, a yet-to-be-discovered Bing Crosby heard Mr. Woods sing and asked if he would sing a duet with him.  Mr. Woods accepted the offer, and for the rest of his life he could actually say that he sang with one of our nation's great entertainers; and

 

WHEREAS, Joseph Woods valiantly served his country in the Marine Corps during World War II; and

 

WHEREAS, Mr. Woods also has the distinction of having worked for the Federal Bureau of Investigation (FBI), serving under J. Edgar Hoover; he also was a member of the Sheriff's Association and the FBI Agents Association; and

 

WHEREAS, when he left the FBI, Mr. Woods went into business for himself as a polygraph operator; and

 

WHEREAS, between 1966 and 1970, Mr. Woods served as Sheriff of Cook County; and

 

WHEREAS, in December of 1970, Mr. Woods was elected to the Board of Commissioners of Cook County where he served until 1988; and

 

WHEREAS, Mr. Woods was living with family members in Acworth, Georgia when he passed away at the age of 87; survivors include his wife, Lucille; six sons; four daughters; three sisters; 29 grandchildren; seven great-grandchildren; in addition to nieces and nephews; and

 

WHEREAS, with the passing of Joseph Woods, we have lost a consummate family man, public servant and a brave veteran who served his country with distinction and set a fine example for all to follow.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five million residents of Cook County, does hereby express its deepest condolences and most heartfelt sympathy to the many friends and loved ones of former Cook County Commissioner and Cook County Sheriff, Joseph Ignatius Woods; and

 

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to the family of Mr. Joseph Ignatius Woods, so that his memory may be so honored and ever cherished.

WHEREAS, Almighty God, in His infinite wisdom, has called Sun-Times political columnist Steve Neal from our midst; and

 

WHEREAS, at a very young age, Mr. Neal was interested in government and politics while growing up in Oregon as the son of school teachers; and

 

WHEREAS, he began his journalism career covering sports and after earning a graduate degree from New York's Columbia University, Mr. Neal worked for the Philadelphia Inquirer; and

 

WHEREAS, he would eventually move to Chicago when an opportunity to work for the Chicago Tribune availed itself; and

 

WHEREAS, Mr. Neal would go on to serve as the Chicago Tribune's White House correspondent and cover President Ronald Reagan's first term; and

 

WHEREAS, he would return to Chicago to start a political column for the Tribune and then move to the Chicago Sun-Times in 1987 where he gained the respect of fellow journalists and public officials throughout the State of Illinois for his insight and candor; and

 

WHEREAS, in the world of political junkies, his column was the first read each morning and the talk of coffee shops throughout the City; and

 

WHEREAS, his love for history and politics led to the writing of several books; and

 

WHEREAS, Mr. Neal's love for history was likely nurtured by his relationship with such legends as Irv Kupcinet and Eli Schulman; and

 

WHEREAS, Mr. Neal's vast knowledge of government and politics gained him recognition throughout the Country and was second only to his knowledge of sports; and

 

WHEREAS, his journalistic talent will be sorely missed by all his followers but forever remembered as a part of Chicago politics; and

 

WHEREAS, Mr. Neal's love for journalism was second to his passion for his family; and

 

WHEREAS, Mr. Neal is survived by his wife Susan; two daughters Erin and Shannon; his parents Ernest and Ellen Neal; two brothers Dan and Gary Neal; and his in-laws Bland and Beverly Simmons.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five million residents of Cook County, does hereby express its deepest condolences and most heartfelt sympathy to the many friends and loved ones of Steve Neal; and
