DENNIS MANZKE, Chief of the Administrative Services Bureau, State’s Attorney’s Office

 

requesting authorization to apply for a grant in accordance with Section 29 of the 2002 Cook County Budget Resolution from the Department of Justice, Violence Against Women Office in the amount of $302,711.00 for the Target Abuser Call (TAC) Program.  The TAC Program is a prosecution-based program that has become a national model in the fight against domestic violence and is built on a foundation of victim safety and offender accountability.  This grant will enable the TAC Program to continue at its full capacity by providing funding for two (2) TAC partner agencies, LifeSpan Center for Legal Services and Advocacy and Hull House Association.  These two (2) agencies complete the TAC approach to high-risk domestic violence cases and ensure that victims served by the program receive the wrap-around services that are paramount to the TAC Program.  These services provide a better opportunity for high-risk domestic violence victims to break the cycle of violence while ensuring victim cooperation, victim safety and offender accountability.

 

Estimated Fiscal Impact:  None.  Grant Award:  $302,711.00.  Funding period:  July 1, 2003 through June 30, 2005.

DENNIS MANZKE, Chief of the Administrative Services Bureau, State’s Attorney’s Office

 

requesting authorization to accept a grant award in the amount of $138,899.00 from the Illinois Criminal Justice Information Authority (ICJIA).  This grant enables the office to continue to target high-risk domestic violence cases through the Target Abuser Call (TAC) Program, which was previously funded by the Department of Justice, Violence Against Women Office.  The TAC Program is a partnership among the State’s Attorney’s Office, Hull House Association, LifeSpan Center for Legal Services and Advocacy and the Social Casework Services Department of the Office of the Chief Judge for the Circuit Court of Cook County.  This program funds eight (8) full-time personnel employed by the State’s Attorney’s Office including four (4) state’s attorney investigators, two (2) assistant state’s attorneys and two (2) administrative assistants.  The Social Services Casework Department, Hull House and Life Span facilitate program elements and function as service providers.

 

This grant requires that the office match one dollar for every three dollars of federal funding.  The match commitment for this program is an in-kind match consisting of the salaries and fringe benefits of one (1) assistant state’s attorney, one (1) state’s attorney investigator and one (1) administrative assistant.

 

The authorization to apply for this grant was given on January 23, 2003 by the Cook County Board of Commissioners.

 

Subcontract with Hull House Association:  Estimated Fiscal Impact:  None.  Funds provided through the Illinois Criminal Justice Information Authority (ICJIA).  $18,831.00.  Subcontract Period:  January 1, 2003 through June 30, 2003.

requesting authorization for the Purchasing Agent to enter into a commission-based, revenue generating contract with SBC Illinois, Chicago, Illinois, formerly known as Ameritech Pay Phone Services, which covers more than 1,000 public and inmate telephones on County property, for a three-year period with two one-year extensions.  Based on the increase in revenue negotiated in this proposed contract, the old contract will be terminated on April 30, 2003.

 

Reason:

SBC Illinois is the only provider that can supply the level of service and maintenance for the County’s inventory of pay phones.

 

Estimated Fiscal Impact:  None.  Revenue generating:  $18,000,000.00 ($6,000,000.00 per year).  Contract period:  May 1, 2003 through April 30, 2006.  Requisition No. 30090002.
