I am providing the text of a Proposed Ordinance designed to defray the cost of implementing and maintaining Cook County's Geographic Information System (GIS).

 

PROPOSED ORDINANCE

 

AN ORDINANCE TO DEFRAY THE COST OF IMPLEMENTING AND MAINTAINING

COOK COUNTY’S GEOGRAPHIC INFORMATION SYSTEM

 

            WHEREAS, the County of Cook is a home rule unit of local government pursuant to Article VII, Section 6 of the 1970 Illinois Constitution and may exercise any power and perform any function pertaining to its government and affairs; and

 

WHEREAS, the County of Cook, under the guidance of the Cook County Assessor, has created a countywide map using a Geographic Information System (GIS) which was of considerable cost to the County to create and is of considerable cost to maintain; and

 

            WHEREAS, the Illinois Compiled Statutes, 55 ILCS 5/3-5018, governs fees charged by recorders in counties of the first and second classes and authorizes the county board of any county that provides and maintains a countywide map through a geographic system to impose an additional charge of $3.00 for the filing of every instrument, paper, or notice for record in order to defray the cost of implementing or maintaining the county’s geographic information system; and

 

WHEREAS, the County Board is desirous of imposing an additional charge for the filing of every instrument, paper, or notice of record with the Cook County Recorder’s Office in order to implement the above statute.

 

            NOW, THEREFORE, BE IT ORDAINED, by the Board of Commissioners of the County of Cook as follows:

 

1.       Definitions:  The terms used in this ordinance shall have the meanings set forth below:

 

a.       “countywide map” is a parcel based map of Cook County which includes all the supporting Geographic Information System.

 

b.       “geographic information system” is an organized collection of computer hardware, software, and geographic data designed to efficiently capture, store, update, manipulate, analyze, and display all forms of geographically referenced information.

 

c.       “additional charge” is a $3.00 charge which is added to the existing fees imposed by the Cook County Recorder for the filing of every instrument, paper, or notice of record.

 

2.       Implementation:

 

The $3.00 charge will be distributed as follows:

 

a.   $2.00 will be deposited into a distinct fund set up by the Cook County Bureau of Information Technology and Automation.  These monies will be used solely to finance equipment, materials, and other necessary expenses incurred in implementing and maintaining a geographic information system.

 

b.   $1.00 will be deposited by the Recorder pursuant to 55 ILCS 5/3-5005.4, “Deposit of Fee Income-Special Funds.”

 

3.       This ordinance shall be effective 30 days after approval.

Commissioner Maldonado, seconded by Commissioner Moreno, moved to suspend the rules so that this matter may be considered.  The motion carried unanimously.

 

Commissioner Maldonado, seconded by Commissioner Schumann, moved that the Proposed Ordinance be referred to the Committee on Finance.  (Comm. No. 251633).  The motion carried unanimously.

 

 

PROPOSED GRANT AWARD

ITEM #2

 

Transmitting a Communication, dated May 7, 2002 from

 

DAVID A. BONOMA, Chief of Staff, State’s Attorney’s Office

 

requesting authorization to apply for a grant in the amount of $500,000.00 from the U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, to expand the State's Attorney's drug offender evaluation and treatment program.  The aim of the program is to evaluate drug offenders for possible treatment at the earliest opportunity, rather than after multiple arrests and prosecutions.  The grant has no matching requirement and may be renewed for up to three years with no commitment to continue the program should funds become unavailable.

 

Estimated Fiscal Impact:  None.  Grant Award:  $500,000.00.  Funding period:  August 1, 2002 through July 31, 2003 (renewable through July 31, 2005).

Commissioner Maldonado, seconded by Commissioner Schumann, moved that the request of the Chief of Staff of the State's Attorney's Office be approved.  The motion carried unanimously.

PROPOSED RESOLUTION

 

WHEREAS, Almighty God in His infinite wisdom has called from our midst, Richard H. Newhouse, Jr.; and

 

WHEREAS, the President and Members of the Cook County Board are deeply saddened to learn of the death of Senator Richard H. Newhouse, Jr. distinguished State Senator and public servant; and

 

WHEREAS, Richard H. Newhouse, Jr., was born on January 24, 1924 in Louisville, Kentucky to Richard H. and Annie Singleton Newhouse; and

 

WHEREAS, he departed this world on Thursday, April 25, 2002; and

 

WHEREAS, Richard H. Newhouse, Jr. was educated in public schools in Louisville and received his bachelor and master degrees from Boston University and graduated from the University of Chicago Law School with a Juris Doctorate; and

 

WHEREAS, Richard H. Newhouse, Jr. was a decoder for the U.S. Air Force Intelligence during World War II and was among the troops in the Normandy invasion; he also served in the National Guard from 1950 to 1952; and

 

WHEREAS, Richard H. Newhouse, Jr. was elected to the Illinois Senate and served as State Senator from 1967 to 1991; he served as Assistant Majority Leader, retiring as the Dean of the Senate; and

 

WHEREAS, during his 24 years in the Illinois Senate, he served as Chairman of the Senate Committee on Commerce and Economic Development, Senate Committee on Higher Education, Senate Committee on Pensions, Legislative Advisory Committee on Public Aid and the Subcommittee on Minority Concerns in Higher Education; and

 

WHEREAS, Senator Richard H. Newhouse, Jr. founded and served as Chairman of the Black Legislative Clearing House, which became the National Black Conference of Black Legislators; and

 

WHEREAS, Senator Newhouse a devoted husband, father and family man leaves to mourn him, his loving wife, Katherine; children, Suzanne, Holly and Richard; and a sister, Eloise Frayser.

 

NOW, THEREFORE, BE IT RESOLVED, that the President and Members of the Board of Commissioners, on behalf of the more than five million residents of Cook County, does hereby extend to the family of Senator Richard H. Newhouse, Jr. our deepest condolences and heartfelt sympathies, for their loss is shared by this Honorable Body and the people of Cook County; and

 

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be spread upon the official proceeding of this Honorable Body and that a copy of same be tendered to the family of State Senator Richard H. Newhouse, Jr. as an honor and memorial of his good works.

PUBLIC TESTIMONY

Pursuant to Rule 4-30, Marcella F. Richman, representative of the Jack B. Richman Environmental Coalition, addressed the President and Members of the Cook County Board of Commissioners.  Ms. Richman spoke regarding the practice of adulticiding by the North Shore Mosquito Abatement District.
