requesting authorization to apply for accept a grant in the amount of $65,465.00 from the Illinois Criminal Justice Information Authority (ICJIA). This grant will provide funding for the Sex Assault Response Program that aims towards developing the best procedures for the State’s Attorney’s Office to handle sexual assault cases throughout Cook County. This will involve conducting a two-day focus group to discuss the State’s Attorney’s current response to sexual assault cases, developing a model sexual assault protocol and facilitating a training seminar for State’s Attorney’s staff regarding the protocol. The program includes expenses involved in conducting the focus group, publishing and editing the model protocol and facilitating the training seminar. This grant requires that the office match one dollar for each three dollars of federal funding. The match commitment for this program is an in-kind match in the form of time donated by existing State’s Attorney’s staff for the development and execution of the program.

respectfully requesting approval for the County to enter into a subordination agreement with the McGaw YMCA in Evanston, Illinois to allow for a $2,905,000.00 expansion and rehabilitation of its facilities. The County’s loan to the YMCA closed on March 14, 1996. The HOME loan assisted in the rehabilitation of the single room occupancy units in the facility.
The McGaw YMCA has requested that the County subordinate its mortgage to the increased first mortgage. The first mortgage will be increased from the current $3,500,000.00 to $6,405,000.00, an increase of $2,905,000.00. The County’s loan will remain in second position. All funding in association with the rehabilitation work will be privately funded. The improvements include a new gymnasium to be constructed at the south end of the building and a remodeling of the entrance of the McGaw YMCA. There are no additional County funds involved in the expansion and rehabilitation effort.
I respectfully request approval of this subordination request, and that the Chief Administrative Officer of the County of Cook, or his designee, be authorized to execute on behalf of the County of Cook, the subordination agreement, a copy of which is submitted, and any closing related documents required by the title company. The approval of this agreement by this Honorable Body will allow this process to move forward.

Of the $600,000.00 awarded, Clearbrook has acquired two single-family homes, providing housing for 12 special needs persons. They have expended $240,000.00 from their committed HOME dollars with $360,000.00 remaining. Clearbrook has estimated the cost of the rehabilitation of two CILAs to be approximately $240,000.00. Rehabilitation of these CILAs will include ADA compliance, correction of code violations and some bedroom additions.

These funds are being awarded to POET from the Department of Labor (NEG/DOL) under a joint application submitted by the State of Illinois to the U.S. Department of Labor on behalf of eight local workforce investment areas. The Workforce Development, Inc. (Local Workforce Area #8-Northern Cook County) has been designated by the State to be the fiscal agent for these funds. The purpose of this grant is to serve residents of South and West Suburban Cook County who were affected by company layoffs from the thirty-five dislocation events which were regionally identified as being directly linked to the September 11, 2001 terrorist attacks.
The grant application was approved prior to the implementation of the grant pre-approval process.

WHEREAS, Cook County is a diverse community of more than five million people with ancestries from all parts of the world; and
WHEREAS, the more than 300,000 Asian American residents of Cook County have contributed significantly to the development of our neighborhoods and cities; and
WHEREAS, Asians, along with Irish immigrants and African Americans among others, constructed and operated the transcontinental railroads that passed through Cook County and provided the basis for our county’s economic strength as a transportation center; and

WHEREAS, Cook County is home to Asian American veterans who fought heroically for our nation through many of her conflicts in the 20th century, including Filipinos who, alongside soldiers from Maywood, Illinois, survived the Bataan Death March in the Philippines during World War II, and Japanese Americans of the 100th Infantry Battalion and the 442nd Regimental Combat Teams who served our nation with the highest military honors despite being designated for internment in American concentration camps on the west coast; and
WHEREAS, Asian American immigrants have made and continued to make tremendous efforts in professional fields such as medicine, engineering, education, accounting and chemistry; and
WHEREAS, Asian Americans, both native born and naturalized immigrants, are making strides in a wider range of professional fields including government, the arts, journalism, the legal profession, athletics, international trade, higher learning and the entertainment industry; and
WHEREAS, Asian Americans are among the ranks of elected and appointed officials at the national level, and are helping to shape the future of our nation and society, including: U.S. Secretary of Labor, Elaine Chao; U.S. Secretary of Transportation, Norman Mineta; Governor Gary Locke of Washington State; Governor Benjamin Cayetano of Hawaii; California Congressmen, Robert Matsui and Mike Honda; Oregon Congressman, David Wu; and Chief of Staff of the Army, General Eric Shinseki; and
WHEREAS, Asian Americans are among the ranks of both elected and appointed officials at the local level including Cook County Judges Lynne Kawamoto, Sandra Otaka and Rena Van Tine and Lincolnwood Mayor Peter Moy; and
WHEREAS, Asian Americans are in key positions in the news and entertainment industries such as Yahoo! Founder Jeffrey Yang; Hollywood movie makers such as The Ice Storm’s Ang Lee, Mission Impossible 2’s John Woo and Independence Day’s Dean Devlin; authors Deepak Chopra and Amy Tan; President of NBC Entertainment Scott Sassa; the Today show’s Ann Curry; local television personalities Joanie Lum, Linda Yu, Kyung Lah, Nesita Kwan, Nancy Loo and Judy Hsu; and Chicago White Sox and Chicago Blackhawks public address announcer Gene Honda; and
WHEREAS, Asian Americans are a major force in various business sectors including: fashion designer, Vera Wang; TLC Beatrice Chief Executive Officer, Loida Lewis; AIDS/HIV researcher, Dr. David Ho; designer of the Vietnam and Martin Luther King, Jr. Memorials, Maya Lin; and internationally-renowned architect, I.M. Pei; and
WHEREAS, Asian American athletes, and Asians athletes in America are excelling individually and are leading national sports teams and American professional sports teams to Olympic medals and world championships including: figure skater Michelle Kwan; short track speed skater Apolo Ohno; baseball players Benny Agbayani, Chan Ho Park, Hideo Nomo, Ichiro Suzuki, Kazuhiza Ishii and professional golfer Tiger Woods; and
WHEREAS, Asian American Heritage Month provides Cook County an opportunity to restate its firm stand against any and all discrimination on the basis of race, creed or national origin in Cook County.
NOW THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners declare the month of May as Asian American Heritage Month in Cook County, and urge all residents and groups to participate in the events sponsored by Asian American organizations throughout the month of May.

WHEREAS, on Thursday, May 16 of this year, the Chicago Historical Society will host a grand event celebrating the 90th birthday of one of our nation’s true living legends, prolific author and longtime radio broadcaster, Studs Terkel; and
WHEREAS, for more than half of his life, Studs Terkel has chronicled the lives of others, turning the act of interviewing into a true art form; and

WHEREAS, as the best-selling, Pulitzer Prize-winning author of fourteen books including Working, The Good War: An Oral History of World War II and his most recent, Will the Circle Be Unbroken: Reflections on Life, Death and Hunger for A Faith, Mr. Terkel’s works give keen insight into the day-to-day lives of average Americans and how our rich diversity makes our country great; and
WHEREAS, in addition to the Pulitzer Prize, Mr. Terkel received the prestigious Peabody Award for his long-running, daily radio program on Chicago’s WFMT. The groundbreaking program, which spanned nearly five decades, offered interviews and panel discussions with prominent figures from the arts, literature and music, as well as political and social icons; and
WHEREAS, realizing the historical significance of his voluminous works, Mr. Terkel and the WFMT Radio Network recently donated 6,000 reels comprising at least 5,000 hours of his radio broadcasts to the Chicago Historical Society; and
WHEREAS, it is important that we take time to salute individuals who give back to society, blaze new trails and challenge convention in an effort to unearth the truth and brighten the lives of others.
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five million residents of Cook County, in recognition of the profound contributions he has made to the literary and broadcast arenas, does hereby designate Thursday, May 16, 2002, to be “Studs Terkel Day” in all of Cook County; and

WHEREAS, the Cook County Board of Commissioners has the legal authority to authorize its departments and offices to open and maintain checking and savings accounts at various banks; and
WHEREAS, the Taxpayers' Interest Assurance Ordinance requires all public funds in the custody of elected and appointed public officials of Cook County to be invested in interest bearing accounts. Also, elected and appointed officials depositing funds exceeding the federally insured limits must require the depository to collateralize 110% of the excess amount.
NOW, THEREFORE, BE IT RESOLVED, that a depository account will be established with Community Bank of Lawndale; and
BE IT FURTHER RESOLVED, that the following are the names of those persons who are authorized to wire or otherwise transfer and/or invest funds from the depository account to approved investment vehicles:

Astro Plastic Containers, Inc. requests approval of the special exception to the 24-month abandonment rule under the Class 6b Ordinance. This Resolution is required so that the Company can complete its application to the Assessor of Cook County.
Submitting the Astro Plastic Containers, Inc. application for Class 6b, the Resolution of the Village of Bedford Park, and a Department of Planning and Development staff report for your information.
RESOLUTION
WHEREAS, the Cook County Board of Commissioners has adopted a Real Property Assessment Classification 6b which provides an applicant a reduction in the assessment level for an industrial facility; and
WHEREAS, Class 6b requires the approval by the County Board of a special exception for abandonment in cases where the industrial facility has been abandoned for less than 24 consecutive months upon purchase; and
WHEREAS, the County Board of Commissioners has received and reviewed an application from Miroslav and Magdalena Kolosa, owners of Astro Plastic Containers, Inc. and the Resolution of the Village of Bedford Park for an industrial facility located at 6735 South Old Harlem Road, Bedford Park, Stickney Township, Cook County, Property Index Numbers 19-19-301-002-0000, 19-19-301-003-0000, and 19-19-116-055-0000; and
WHEREAS, the Cook County Board of Commissioners has determined that the granting of a 6b Real Estate Classification to Astro Plastic Containers, Inc. will be beneficial to the County; and
WHEREAS, the Cook County Board of Commissioners has determined that the building was abandoned for over 17 months at the time of purchase and that special circumstances exist so that this incentive is necessary for re-use of the building to occur and that the Cook County Board of Commissioners supports and consents to the Class 6b Application for the special exception for abandoned property for less than 24 months of vacancy to be submitted to the Cook County Assessor.
NOW, THEREFORE, BE IT RESOLVED, by the President and the Board of Commissioners of the County of Cook, State of Illinois, that the President and the Board of Commissioners indicate their approval to the granting of a Cook County Real Estate Classification 6b abatement incentive to Astro Plastic Containers, Inc. for a facility located at 6735 South Old Harlem Road, Bedford Park, Stickney Township, Cook County under the provision for abandonment of less than 24 months; and

WHEREAS, Almighty God in His infinite wisdom has called from our midst,
BESSIE RHODES-SANTOS
WHEREAS, Bessie Rhodes-Santos was the beloved wife of Frank, cherished mother of Robert, dear sister of Cornelia and William, and proud grandmother of three granddaughters, and
WHEREAS, Bessie Rhodes-Santos grew up in Hodgenville, Kentucky where her father was a minister, active in the civil rights movement. Mrs. Rhodes-Santos earned a bachelor’s degree in music education from Kentucky State University in 1956, followed by a master’s in music education from Iowa State University in 1957. She received a doctorate in educational administration from Northwestern University in 1972. Mrs. Rhodes-Santos became known for the lasting, positive impact she made on Evanston/Skokie School District 65 through her enthusiastic commitment to youth and their education, and
WHEREAS, Bessie Rhodes-Santos was a remarkable educator who began her long and distinguished career at Forrestville Elementary School in Chicago where she taught from 1957 until 1962. She spent the next eight years at the Martin Luther King Laboratory School in Evanston, where she worked as a teacher and kindergarten coordinator, and
WHEREAS, Bessie Rhodes-Santos was made principal of Miller Elementary School in Evanston until becoming director of curriculum and instruction at District 65 in 1974. She left the district in 1980 to work at Xerox Corporation for business experience where she took on management roles in Springfield, Chicago and Los Angeles. Mrs. Rhodes-Santos returned to District 65 in 1994 and served as principal of the Martin Luther King School, and
WHEREAS, Bessie Rhodes-Santos was ardently committed to quality education and in 1995, helped formulate, open, staff and promote the Timber Ridge Magnet School in Skokie. She served as its principal until retiring, and
WHEREAS, Bessie Rhodes-Santos retired in 1998 to head a Northwestern University program tracking the development of high performing grade-school pupils. She used her skillful, conciliatory talents when she served as a school district facilitator, deftly diffusing tensions in a school dispute that same year, and
WHEREAS, Bessie Rhodes-Santos was passionately dedicated to her profession and her community and left an enduring legacy of devotion to her family, educating and enriching the lives of others, and the pursuit of knowledge.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Cook County does hereby express its deep sorrow at the death of Bessie Rhodes-Santos, and offers its heartfelt sympathy to her family in their hour of sorrow and joins her family in honoring her memory, and

HONORING FRANK GIGLIO
WHEREAS, Frank Giglio began his public service work representing the people of his area asking the Calumet City Council to repair and install drains in alleys; and
WHEREAS, from 1963 to 1965 Frank Giglio was an Alderman in Calumet City; and
WHEREAS, as Alderman, Frank Giglio continued to work to repair alleys, sidewalks, streets and rivers throughout Calumet City; and
WHEREAS, in 1972 Frank Giglio was elected State Representative, and served as State Representative, except one term, until 1995; and
WHEREAS, State Representative Giglio chaired six committees, serving on several others; and
WHEREAS, State Representative Frank Giglio continued to work to develop new and repair existing streets and South Shore railroad cars and railroad crossings, along with setting a ten minute maximum time for trains at railroad crossings; and
WHEREAS, Frank Giglio served as Thornton Township Democratic Committeeman from 1973 until 2002; and
WHEREAS, Frank Giglio served as Committeeman for the largest township in the State of Illinois ending the Republican dominance of elections in Thornton Township; and
WHEREAS, during Frank Giglio’s time as Democratic Committeeman in Thornton Township, Democrats won all township offices in 1977; and
WHEREAS, many Democratic candidates for local, township, county, state, and federal offices have won elections in Thornton Township with the help of Frank Giglio; and
WHEREAS, Frank Giglio also aids all the people of Cook County as a County employee; and
WHEREAS, Frank Giglio received numerous awards for his efforts as both a citizen, a legislator and committeeman.
NOW, THEREFORE, BE IT RESOLVED, by the Cook County Board of Commissioners that the Board does hereby congratulate Frank Giglio for over thirty-five years of public service and extends to him best wishes for the future; and

Honoring Jay Hungerford on the Occasion of his 50th Birthday
WHEREAS, Jay Hungerford was born on May 11, 2002 in Muncie, Indiana; and
WHEREAS, Jay Hungerford, the son of Orlen Otis and Glendolyn Jean Hungerford, has marked his first 50 years with a spirit of commitment to his family, teaching and music; and
WHEREAS, Jay Hungerford graduated from Southern Illinois University in 1974, with a degree in Music Education; and
WHEREAS, Jay Hungerford has taught music at the University of Missouri in St. Louis, Meramec College, Fontbonne College and has been a member of the jazz faculty at Webster University for 20 years; and
WHEREAS, Jay Hungerford is a jazz musician of great repute and talent, he has traveled the jazz festival circuit with such illustrious jazz greats as Herb Ellis, Roger Williams, Bill Watrous, Carl Fontana, Mike Vax and Bobby Shew; and
WHEREAS, Jay Hungerford had the auspicious privilege of playing at Carnegie Hall with the St. Louis Symphony and he earned The RiverFront Times People’s Choice Award for the best jazz bassist of the year; and
WHEREAS, Jay Hungerford’s talent goes beyond his skill as a bassist and teacher, producing jazz CD’s, authorizing a book on Bass, and writing several hit songs including the top 40 hit “Dancin” with the Australian group “The Murphys”, and the song “My Man Friday” recorded by Patty Page; and
WHEREAS, in his most important role, Jay Hungerford has been married to Susan for 27 years and is the father of four children: Laren, Cristin, Jay Ryan and Erin.
NOW, THEREFORE, BE IT RESOLVED, that the President of the Cook County Board and the Board of Commissioners does hereby recognize the auspicious occasion of Jay Hungerford’s 50th Birthday and his contributions to his community and family thus far; and

WHEREAS, the members of the Cook County Board were deeply saddened to learn of the death of Doctor Otto Pikaza, one of Chicago’s most trusted educational leaders and a strong voice of empowerment in the Hispanic community; and
WHEREAS, Doctor Otto Pikaza’s zeal for political reform and his extensive knowledge of the complexities of different cultures has enriched the minds of countless students over his long and successful career as an educator in the Chicago area; and
WHEREAS, born to a family of laborers in the town of Sestao in northern Spain’s Basque country, Doctor Otto Pikaza later witnessed the terror unleashed by Franco’s Guardia Civil; and
WHEREAS, Doctor Otto Pikaza strongly believed in the freedom and opportunity that education brings and dedicated his life to promoting the ideals of equality and fairness for Hispanics and other ethnic and similarly disenfranchised groups; and
WHEREAS, Doctor Otto Pikaza graduated from the University of Seville in 1965 and came to the United States, where he taught classes at Indiana University and took a pioneering role in the movement to create the school’s first Black Studies Program; and
WHEREAS, Doctor Otto Pikaza continued his teaching career at Roosevelt University and later at the University of Illinois at Chicago where he created the UIC Latin American Studies Program and the Rafael Cintron Ortiz Latino Cultural Center; and
WHEREAS, a man with an irrepressible spirit, passionate energy, and a sharp intellect, Doctor Otto Pikaza will be greatly missed and fondly remembered by his family members, friends and by all who benefited from his extraordinary life.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Cook County that the Board does hereby honor the life and memory of Doctor Otto Pikaza and extend our heartfelt condolences to his family; and
BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be presented to the family of Doctor Otto Pikaza as a sign of our deep sympathy.

RESOLUTION
WHEREAS, Chief Judge Timothy C. Evans has appointed the Honorable Edmund Ponce de Leon to serve as the Presiding Judge of the Fourth Municipal District in Maywood; and
WHEREAS, in fulfilling the important duties of this new assignment on the bench, the Honorable Edmund Ponce de Leon becomes the first Hispanic ever appointed to serve as a Presiding Judge in the history of the Circuit Court of Cook County; and

WHEREAS, the Honorable Edmund Ponce de Leon, a native of Chicago and former Chicago Police Officer, was first elected to the Circuit Court bench in 1996; and
WHEREAS, the Honorable Edmund Ponce de Leon is a graduate of the John Marshall Law School and as an attorney specialized in commercial litigation and bankruptcy law; and
WHEREAS, the Honorable Edmund Ponce de Leon’s first assignment as a judge was the Domestic Relations Division and he most recently served in the Law Division hearing commercial cases; and
WHEREAS, the Honorable Edmund Ponce de Leon’s activities do not stop at the courthouse door. He has given generously of his time and talents to numerous worthwhile community initiatives, including the ASPIRA Mentoring Program for Teenagers and Adults, the Roberto Clemente High School Youth Motivation Program, substance abuse and domestic violence programs, and has been recognized by the Illinois State Senate for his volunteer work with the Citizen Workshop Project; and
WHEREAS, through his many accomplishments and contributions to the betterment of society and as a role model to the Hispanic community, the Honorable Edmund Ponce de Leon has become an individual richly deserving of our recognition, admiration and respect.
NOW, THEREFORE, BE IT RESOLVED, that we, President John H. Stroger, Jr. and the Members of the Cook County Board of Commissioners, do hereby congratulate the Honorable Edmund Ponce de Leon on this prestigious appointment and express our warmest and best wishes for his success as Presiding Judge of the Fourth Municipal District in Maywood.

RESOLUTION
Whereas, Reverend James Bass, is the Founder and has been Pastor of Mt. Olive Missionary Baptist Church for 45 years and recently celebrated his eighty-first birthday; and
Whereas, Reverend Bass was called to the ministry at the age of six gathering children from neighboring farms in Sunflower County, Mississippi where he rendered the sermon, prayer and hymns. Tithes and offerings were pieces of broken glass; and
Whereas, affectionately known as the “Boy Preacher”, Reverend Bass ministered at the funeral of anything that died; and
Whereas, in 1941, he was drafted into the United States Army where he served for three years in World War II and continued his ministry to other soldiers as they embarked on life-threatening situations. He became a field chaplain, conducting worship services to soldiers. Corporal Bass was discharged in 1945 and received a battery of metals; and
Whereas, Reverend Bass returned home and enrolled in Tougaloo College in 1948 and attended the Mississippi Seminary in 1951. He became Pastor of Mt. Israel Baptist Church in Clarksdale, Mississippi. Having been invited to conduct a revival in Detroit, Michigan, he stopped in Chicago and preached at the Open Door Baptist Church. Six months later, Reverend Bass opened a small mission on Chicago’s west side that later became the world famous Mt. Olive Missionary Baptist Church.

Now, Therefore, Be It Resolved, that the President and the Members of the Cook County Board of Commissioners does hereby congratulate Reverend James Bass for his vision and faithfulness to uplifting God’s Kingdom; and
Be It Further Resolved, that a suitable copy of this Resolution be prepared and presented to Reverend Bass in recognition of his sincere dedication to mankind.
