Honoring Terry Steczo

 

WHEREAS, Terry Steczo has announced his well-deserved retirement after 30 years of public service; and

 

WHEREAS, Terry Steczo was the State Representative for the southern suburbs of Cook County for 18 years, during which time he rose to the rank of Assistant Majority Leader; and

 

WHEREAS, in his position as Deputy Assessor of Office Administration and Taxpayer Services for the last nine and a half years, Terry has served as a spokesman before the County Board and as a liaison between the Commissioners and the Assessor’s Office; and

 

WHEREAS, with his diligence and professionalism, Terry has earned the respect of all who have had the good fortune of working with him; and 

 

WHEREAS, Terry has always exhibited a deep concern for getting the facts and delivering clear and accurate information while maintaining his characteristic easy going, relaxed manner even under pressure; and

 

WHEREAS, the needs of the Assessor’s Office and the taxpayers served by it were always his number one priority, particularly on issues concerning budgetary needs; and

 

WHEREAS, Terry continued the dedication to taxpayers he initially exhibited in his tenure as State Representative by continually working to improve services for Cook County taxpayers and setting high standards for work and professionalism within the Assessor’s Office.

 

NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Cook County does hereby congratulate Terry Steczo on his retirement and wishes him happiness, good health, and success in his future endeavors; and

 

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to Terry Steczo as a symbol of this auspicious occasion and let it also be spread upon the official proceedings of this Honorable Body.

WHEREAS, on April 1, 2003, voters of Mannheim School District 83 approved a referendum, by a vote of over 58%, a proposition to support an increase in property taxes for support of local education; and

 

WHEREAS, all duly required legal notices of the referendum proposition clearly indicated the purposes of said proposition and its impact; and

 

WHEREAS, after the passage of the proposition it has been determined that the stated purpose could not be met because of an alleged technical defect in the proposition; and

 

WHEREAS, failure to implement this proposition has deprived the District and the school children of needed educational resources; and

 

WHEREAS, the Illinois General Assembly has the power to curatively remedy such a situation and has utilized such powers on many occasions; and

 

WHEREAS, Senate Bill 3090 sponsored by Senator Don Harmon and Representative Angelo Saviano has been introduced in the 93rd Illinois General Assembly and approved by the Senate to provide appropriate relief in this situation.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners acknowledge its support of Senate Bill 3090 and/or other appropriate legislative remedy for Mannheim School District 83; and

 

BE IT FURTHER RESOLVED, that suitable copies of this Resolution be delivered to Governor Blagojevich, Senate President Emil Jones, Jr. and House Speaker Michael J. Madigan; and

 

BE IT FURTHER RESOLVED, that this Resolution shall take effect on the date of its passage and approval.

WHEREAS, the Municipality of Encarnación de Díaz in Jalisco, Mexico is comprised of several villages, the most important being: San Sebastián del Alamo, Bajío de San José, El Tecuán, Santa María de Enmedio, Mesón de los Sauces and Santa María de Abajo; and

 

WHEREAS, Encarnación de Díaz has a population of one hundred thousand; and

 

WHEREAS, the Municipality of Encarnación de Díaz, Jalisco is historically known as “Los Altos de Jalisco” an area where the world’s best tequila is produced, it boasts the best dairy-cow herds in Mexico and is the number one beef producer in the State of Jalisco; and

 

WHEREAS, the Municipality of Encarnación de Díaz, Jalisco is rich in industry, including but not limited to manufacturing of textiles like zarapes, typical dresses, embroidered cloth and other fabric work, and agricultural activities like the growth of maiz, beans, oatmeal, chile, prickly pear and maguey, among others; and

 

WHEREAS, an official delegation from Encarnación de Díaz, Jalisco is visiting Chicago to explore the possibility of establishing a sister-county relationship with Cook County, to propel mutually beneficial economic development and cultural exchange; and

 

WHEREAS, this delegation includes: Lic. José Alba Lujano, Municipal President; Mrs. Ofelia González de Alba, his wife and the President of DIF; Felipe de Jesús Romo Cuellar, Chief of Staff; Town trustees, Aldermen and Industrialists of the Municipality; and

 

WHEREAS, Cook County’s Mexican-American community has made numerous cultural and economic contributions to the growth and development of our county.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby recognize the mutual benefit of establishing a sister-county relationship between the Municipio de Encarnación de Díaz, Jalisco and Cook County to propel economic development and cultural exchange between our counties, and urge all Cook County residents to join in this celebration of their culture and heritage; and

 

BE IT FURTHER RESOLVED, that this text be spread upon the official proceedings of this Honorable Body, and a ceremonial copy of same be presented to the Mexican delegation of Encarnación de Díaz, Jalisco to commemorate this occasion.

RESOLUTION

 

WHEREAS, the Cook County Integrated Criminal Justice Resolution, Agenda Item #79, dated April 23, 2002, established the Cook County Integrated Criminal Justice Information Systems (CCICJIS) Committee; and

 

WHEREAS, the CCICJIS Committee was comprised of the major criminal justice stakeholders of Cook County and the State of Illinois; and

 

WHEREAS, the Committee was charged with the development of a high-level strategic plan for an integrated criminal justice information enterprise for Cook County; and

 

WHEREAS, the CCICJIS Strategic Plan was submitted to the Cook County Board of Commissioners May 1, 2003; and

 

WHEREAS, the CCICJIS Strategic Plan detailed the eight strategic issues of Governance, Data Custodianship, Integration, Privacy, Standards, Infrastructure, Biometrics, and Funding, all which have a direct impact on the development of an integrated criminal justice enterprise for Cook County; and

 

WHEREAS, the recommended next step in realizing the goals of an integrated criminal justice enterprise for Cook County is to proceed with the development of a Detailed Plan of Action, which will draw upon the eight strategic issues and associated recommendations.

 

NOW, THEREFORE, BE IT RESOLVED, by the Cook County Board of Commissioners as follows:

 

I.          COOK COUNTY INTEGRATED CRIMINAL JUSTICE INFORMATION SYSTEMS COMMITTEE

 

            The Cook County Integrated Criminal Justice Information Systems Committee is hereby recast.

 

II.        COMPOSITION OF THE COMMITTEE

 

            A.        The Committee shall be comprised of the following elected or appointed officers:

                        (a)  The Clerk of the Circuit Court of Cook County;

                        (b)  The Chief Judge of the Circuit Court of Cook County;

                        (c)  The Cook County State’s Attorney;

                        (d)  The Cook County Sheriff;

                        (e)  The Cook County Public Defender;

                        (f)  The Chairman of the Judicial Advisory Council;

                        (g)  The Chairman of the Criminal Justice Coordinating Council;

                        (h)  The Chief of the Bureau of Public Safety and Judicial Coordination;

                        (i)   The Chief Probation Officer of the Cook County Adult Probation Department;

                        (j)   The CIO of the Bureau of Information Technology and Automation;

                        (k)  The Executive Director of the Cook County Department of Corrections;

                        (l)   The Director of the Cook County Emergency Management Agency;

                        (m) The Chief of Police for the Cook County Sheriff’s Office; and

                        (n)  The Chief of the Cook County Forest Preserve District Police.

 

                        The following State of Illinois agencies shall each be invited to designate a representative:

                        (a)  The Illinois Secretary of State;

                        (b)  The Illinois Attorney General;

                        (c)  The Illinois State Police;

                        (d)  The Illinois Criminal Justice Information Authority;

                        (e)  The Illinois Department of Corrections;

                        (f)  The Administrative Office of Illinois Courts;

                        (g)  The State Appellate Defender; and

                        (h)  The State Appellate Prosecutor.

 

                        The following law enforcement and local agencies shall each be invited to designate a representative:

                        (a)  The Chicago Police Department;

                        (b)  The North Suburban Police Chiefs Association (District 2 and District 3) – 2 representatives;

                        (c)  The West Suburban Police Chiefs Association (District 4);

                        (d)  The Fifth District Police Chiefs Association (District 5);

                        (e)  The South Suburban Police Chiefs Association (District 6); and

                        (f)  The Chicago Crime Commission.

 

            Lastly, to ensure input from the citizens of Cook County, the Cook County Board President shall appoint, from the general public, a seven (7) member Citizens Advisory Committee to provide the CCICJIS Committee advice on community issues concerning integration.  It is recommended, but not required, for members of the Citizens Advisory Committee to have knowledge in the area of information technology and finance.

 

            B.         The Committee shall seek the input, assistance and participation of other governmental agencies, private and public interest groups as necessary or appropriate.

 

            C.         The Clerk of the Circuit Court of Cook County shall serve as Chair of the Committee and may establish ad hoc committees or subcommittees as necessary to assist the Committee in completion of its mission.

 

III.       DUTIES OF THE COMMITTEE

 

            A.        To develop a Detailed Plan of Action (specific goals, objectives, metrics and timetables) for implementing an integrated criminal justice enterprise for Cook County that includes, but is not limited to the following:

 

                            Completing the Data Exchange Pints documentation, developed as a part of the          CCICJIS Strategic Plan, to allow for inclusion of all Cook County municipalities and defining the processes and events that trigger exchange of information between the      municipalities and other justice agencies.

 

                            Developing a clear vision of the ‘to be’ or ‘future’ Cook County integrated criminal     justice enterprise, with specific tasks and projects outlined to achieve this vision.

 

                            Documenting current criminal justice interagency business processes and developing   recommendations for future business process improvements which will facilitate           achieving the goals of a Cook County integrated criminal justice enterprise.

 

                            Creating the minimum requirements necessary for agencies to share information         electronically, support evolving technologies, and ensure appropriate planning and           maintenance of the IT infrastructure of criminal justice agencies.

 

                            Addressing the expanding use of biometrics for rapid identification by supporting         technological applications, and applicable biometric standards for criminal justice           use.

 

                            Developing a Cook County Information Privacy Policy that highlights the        appropriate uses of collected, accessed and disseminated criminal justice          information.

 

                            Identifying federal, state and other sources of funding assistance to finance the           integration and improving of the criminal justice information systems in Cook       County.

 

                            Ensuring that the Detailed Plan of Action complies with national and state integrated   criminal justice standards.

 

                            Developing applicable security, verification and audit functions to ensure accuracy      and integrity at every point of the process.

 

                            Identifying and with requisite approval, completing near-term opportunities/projects     for improved integration between Cook County justice agencies, and with local and       state agencies.

 

            B.         To develop a process to enable Cook County criminal justice agencies to take into formal consideration as well as use the Guiding Principles of Integrated Justice, as detailed in the CCICJIS Strategic Plan, when planning new technology initiatives.

 

            C.         To report the Committee’s activities, every six (6) months, to the Cook County Board President and Board of Commissioners.  The first report shall be due six (6) months from the effective date of this Resolution.

 

            D.        To complete the development of the Detailed Plan of Action within a two-year period from the effective date of this Resolution.

WHEREAS, a Collective Bargaining Agreement for the period of December 1, 2001 through November 30, 2004 has been negotiated between the Metropolitan Alliance of Police, Chapter 261, representing Telecommunications, Vehicle Service, Electronic Monitoring and the County of Cook/Sheriff of Cook County (as Joint Employers).

 

NOW, THEREFORE, BE IT RESOLVED, that this union agreement be approved by the Board of Commissioners of Cook County.

WHEREAS, Almighty God in His infinite wisdom called Mrs. Launa T. Thompson from our midst on Sunday, June 20, 2004; and

 

WHEREAS, she lived her life in full accordance with biblical and spiritual principles by humbling herself under the mighty hand of God so that He could lift her up; and

 

WHEREAS, she started out as a Social Worker, she shifted gears to follow the path of a greater challenge to enter the previously male dominated area of sales; and

 

WHEREAS, the challenging sales path led her to a myriad of opportunities starting with sales positions at Dun & Bradstreet, Inc., and WVON/WGCI Radio; and

 

WHEREAS, her success in sales positions promoted her to management positions within the industry, serving as Newspaper Marketing Manager with Gannett Corporation; National Sales Manager at WBBM-FM, Local Sales Manager at WFYR Radio, and Senior Account Manager at Black Entertainment Television; and

 

WHEREAS, she became General Sales Manager of WGCI Radio; establishing herself as a leader in the sales industry by exceeding budget goals, attracting retail and agency clients to the radio station and generating more than $200 million dollars in sales revenue for the past 7 years, making WGCI-AM/FM Radio the number one billing station in Chicago and the number one billing Urban station in the country; and

 

WHEREAS, Launa reached the pinnacle of her career when she became Station Manager for three Clear Channel Radio Stations, WGCI-FM, WVAZ-FM and WGRB-AM; and

 

WHEREAS, she had tremendous success in her professional career, these accomplishments pale in comparison to the heart and spirit that abided in Launa; and

 

WHEREAS, her accomplishments gained her many accolades, she was ultimately great in the eyes of God because she served so many through volunteer work and commitment to the Apostolic Church of God.

 

NOW, THEREFORE, BE IT RESOLVED, that the President and Members of the Board of Commissioners, on behalf of the more than five million residents of Cook County, do hereby extend to the family of  the late Mrs. Launa T. Thompson our deepest condolences and heartfelt sympathies.  Their loss is shared by this Honorable Body and the people of Cook County; and

 

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be spread upon the official proceedings of this Honorable Body, and that a copy of same be tendered to the family of the late Mrs. Launa T. Thompson in honor of her dedicated life.

WHEREAS, Frances C. DeSimone was the loving grandmother of Tammy, Lori, Kristin, Mary, Anna, Jacki, Nikki and Louie, and great grandmother of Gianna, Marissa, Francesca, Gabriella, Isabella and Nico; and

 

WHEREAS, Frances C. DeSimone was the dear sister of Josephine (the late Anthony) Bianco, the late Mary Grace (the late John) Brown, and the late Samuel (Ann) Raspante; and

 

WHEREAS, Frances C. DeSimone was the fond aunt and great aunt of many nieces and nephews; and

 

WHEREAS, Frances C. DeSimone was a proud member of Nativity of Our Lord Seniors, and was dedicated to the fight against juvenile diabetes in her role as an active member of the Juvenile Diabetes Research Foundation; and

 

WHEREAS, Frances C. DeSimone was affectionately called "Chi-Chi" by her closest friends and beloved family; and

 

WHEREAS, all who knew her will attest that Frances C. "Chi-Chi" DeSimone was a kind and compassionate woman, virtuous of character and gentle in spirit, admired and respected by her many friends and neighbors, and dearly loved by her family.

 

NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Cook County that the Board does hereby offer its deepest condolences and most heartfelt sympathy to the family and many friends of Frances C. "Chi-Chi" DeSimone, and joins them in sorrow at this time of loss; and

WHEREAS, Notre Dame High School’s 2004 baseball team made school history this season by winning its first ever state championship in that sport; and

 

WHEREAS, the Notre Dame Dons defeated Joliet Catholic Academy by a score of 6 to 4 to garner the Illinois High School Association’s Class AA state title; and

 

WHEREAS, with exceptional dedication, talent and teamwork, the Dons played an outstanding baseball season, registering five more playoff wins than any other team in school history and finishing the season with a very impressive 34-9 record; and

 

WHEREAS, the players and coaches consistently exhibited great commitment, determination and passion throughout the season and are an inspiration to their school and their community.

 

NOW, THEREFORE, BE IT RESOLVED, that the President and Board of Commissioners of Cook County do hereby congratulate Notre Dame High School, Head Baseball Coach Bob Kostuch, the coaching staff and, most especially, the remarkable student athletes on this well deserved state championship; and

 

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be prepared for presentation to Notre Dame High School to commemorate this historic achievement.

Celebrating the life of Marcella “Kitz” Masterson

 

WHEREAS, God has called from our midst Marcella “Kitz” Masterson who was born into eternity on June 15, 2004; and

 

WHEREAS, Marcella “Kitz” Masterson was the adored matriarch of a family that includes seven children, 22 grandchildren and 15 great-grandchildren and she was also the devoted wife of James Masterson; and

 

WHEREAS, her generosity and love for her family created a close-knit family with many special memories; and

 

WHEREAS, Marcella “Kitz” Masterson married James Masterson in April 1939 and in June of that year they bought Hackney’s Restaurant for a dollar from her husband’s Uncle Jack and Aunt Helen “Bebe” Hackney, who started the restaurant on their back porch where they sold home-brewed beer and burgers on homemade dark rye which became the famed “Hackneyburger”; and

 

WHEREAS, James and Marcella “Kitz” Masterson had two children and one baby on the way when James was called to serve in World War II and he encouraged Kitz to continue to operate the restaurant in his absence; and

 

WHEREAS, at a time when it was more unusual for women to have a career and a family, Marcella “Kitz” Masterson oversaw the food operations, ran the restaurant, kept the books and being half-Irish, sang on St. Patrick’s Day and throughout the year for her patrons; and

 

WHEREAS, Marcella “Kitz” Masterson became President of Hackney’s and under her leadership the family business has grown to six locations including the original site in Glenview and the newest on Printer’s Row in Chicago.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby extend their deepest condolences to the family of Marcella “Kitz” Masterson for their loss; and

 

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be spread upon the official proceedings of this Honorable Body and that an official copy of same be tendered to the family of Marcella “Kitz” Masterson in her honor.

WHEREAS, Thomas honorably served our country through his enlistment in the U.S. Army and U.S. Army Reserve; and

 

WHEREAS, he enjoyed a career in automotive services that spanned more than forty years before retiring in 1995; and

 

WHEREAS, Thomas found much peace in his garden; and

 

WHEREAS, he established himself as a spiritual giant by offering counsel and compassion to those who needed it; and

 

WHEREAS, his life represented the constant presence of God in his attitude, his conversation and his living; and

 

WHEREAS, Thomas was ultimately great in the eyes of God because he served and loved Him and others faithfully.

 

NOW, THEREFORE, BE IT RESOLVED, that the President and Members of the Board of Commissioners, on behalf of the more than five million residents of Cook County, do hereby extend to the family of the late Mr. Thomas Whittler, Jr., our deepest condolences and heartfelt sympathies.  Their loss is shared by this Honorable Body and the people of Cook County; and

WHEREAS, she established herself as a loyal and dedicated professional through her 23 years of  service with the Illinois Department of Human Rights in the position of Chief Fiscal Officer; and

 

WHEREAS, her entrepreneurial spirit and motivation lead her to start her own accounting firm that she managed for more than 25 years; and

 

WHEREAS, Maria discovered her passion for service and she joined organizations that afforded her tremendous opportunities to serve others, these organizations included Alpha Kappa Alpha, Incorporated, The Lake Shore Chapter of Links, Incorporated and the Chicago Chapter of Carats, Inc.; and

 

WHEREAS, she acquired many accolades, she was ultimately great in the eyes of God because she served so many through her volunteer efforts.

Honoring Roger D. Crum

 

WHEREAS, Roger D. Crum will retire on June 30, 2004 after 30 years in public service; and

 

WHEREAS, Roger Crum has worked as the City Manager of Evanston since 1996 and prior to that was the City Manager of Spokane, Washington; and

 

WHEREAS, as City Manager, Roger Crum was the chief administrative officer for the City, responsible for all department heads and an 850 member workforce, and service delivery for 74,000 residents; and

 

WHEREAS, Roger Crum’s duties also included preparing and executing the City budget, executing contracts, labor negotiations, and preparing agendas and attending all Council meetings; and

 

WHEREAS, under his leadership, the City of Evanston experienced dramatic growth in the Central Business District, an explosion in condominium construction, the implementation of several significant economic projects such as  the Evanston Plaza and Main Street Commons Center, the implementation of a new phone system for the Civic Center, and the creation of administrative adjudication; and

 

WHEREAS, Roger Crum was dedicated to serving the public and continually worked to improve services for the residents of Evanston and respond to their requests for support and assistance; and

 

WHEREAS, Roger Crum worked with the Mayor, Council Members, and department heads to be fiscally responsible with the public treasury and despite unprecedented financial challenges, under Roger’s leadership, the City of Evanston became one of only seven communities in Illinois awarded a AAA credit rating by national rating agencies; and

 

WHEREAS, he recognized the importance of quality of life issues to the overall health of the community, Roger Crum implemented several important projects that will impact the lives of residents for years to come including rehabilitating neighborhood parks and rebuilding the Levy Senior Center; and

 

WHEREAS, Roger Crum valued the work of his colleagues and employees, his leadership was rooted in the principal of team work, and he recognized that by working together, striving for excellence, and being open to new ideas, they could best address public policy issues and serve the residents of the City of Evanston; and

 

WHEREAS, he actively encouraged citizens to participate in their local government; and

 

WHEREAS, the health and welfare of the citizens of Evanston were Roger Crum’s number one priority throughout his tenure as City Manager.

 

NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Cook County does hereby congratulate Roger D. Crum on his retirement and wishes him happiness, good health, and success in his future endeavors; and

Honoring James N. Wood

 

WHEREAS, as one of the longest serving directors in today’s art museum world, James N. Wood, director and president of the Art Institute of Chicago, will retire from his position in August 2004; and

 

WHEREAS, since joining the Art Institute in 1980, Mr. Wood has unquestionably been responsible for the continued excellence of the Art Institute of Chicago and has elevated the Institute to one of, if not the most, premier art museums in the world; and

 

WHEREAS, thousands of great works of art and more than a dozen important collections of art have been acquired by the Art Institute during Mr. Wood’s tenure; and

 

WHEREAS, during Mr. Wood’s tenure, he has overseen the reinstallation of virtually the entire collection, leading the Art Institute through more than 40 renovation projects over the last two decades; and

 

WHEREAS, Mr. Wood has emphasized the importance of education, outreach, and inclusiveness in the museum’s mission for the staff and general public; and

 

WHEREAS, Mr. Wood’s grace and superb taste has raised the museum to a new level of professionalism; and

 

WHEREAS, under his leadership, the Art Institute hosted award-winning exhibitions and programs and some of the most well-attended exhibitions in history, including the Claude Monet: 1840-1926 exhibit in 1995 and Van Gogh and Gauguin: The Studio of the South in 2001; and

 

WHEREAS, Mr. Wood will be deeply missed by the Trustees, his staff and the many boards and societies that constitute the Art Institute family; and

 

WHEREAS, the Art Institute’s more than 100,000 members and millions of visitors have benefited from Mr. Wood’s determination to provide them with the highest quality experience of original works of art; and

 

WHEREAS, Chicago and Cook County owe a debt of gratitude to Mr. Wood for his inspiring and successful leadership of one of the city and county’s greatest cultural and civic institutions.

In Memory of Joseph R. Breen

 

WHEREAS, Joseph R. Breen (“Joe”), a resident of Northbrook, Illinois, died tragically on June 29, 2004; and

 

WHEREAS, Joe Breen was a beloved husband and best friend to Adrienne, and a most devoted, proud and loving father to sons Michael and Scott; and

 

WHEREAS, throughout his life, Joe Breen was an outgoing and cheerful person who cherished his family and valued the time he was able to spend with them all; and

 

WHEREAS, a native of Skokie, Illinois, Joe Breen was a starter on the Niles North High School basketball team and a basketball enthusiast, especially for the Chicago Bulls; and

 

WHEREAS, Joe Breen received his Bachelor of Arts degree from the University of Illinois, his Juris Doctorate from DePaul University and his Masters of Law in Taxation from New York University School of Law; and

 

WHEREAS, admitted to the Illinois Bar in 1974, Joe Breen had a distinguished law career.  His over 20 years of experience in estate planning, deferred compensation, succession planning and related corporate and income tax issues made him an expert in his field and a valuable resource and trusted adviser to his law partners, colleagues and clients; and

 

WHEREAS, Joe Breen was a well-respected partner at the Chicago law firm of Shefsky & Froelich and was a frequent speaker and author on various estate planning issues and co-authored several articles published in Taxation for Lawyers magazine and other legal periodicals; and

 

WHEREAS, Joe Breen, gifted with the ability to relate to people, served his clients with compassion and possessed great insight into human motivation, which enhanced his legal representation skills; and

 

WHEREAS, Joe Breen was a committed member of the Chicago legal community and served as a member of the Chicago Estate Planning Council and the Chicago Bar Association; and

WHEREAS, on October 23, 2003, Abner J. Mikva, former Chief Judge on the United States Court of Appeals for the District of Columbia was appointed by Cook County Board President John H. Stroger, Jr. to head a commission to conduct an independent, objective and thorough investigation of the tragic fire that occurred last October at the Cook County Administration Building and tender specific recommendations to ensure that such a tragedy never occurs again; and

 

WHEREAS, the members of the Cook County Commission investigating the 69 West Washington Building Fire included former Judges William Cousins, Earl Strayhorn and Sheila Murphy and fire protection expert David A. DeVries; and

 

WHEREAS, these individuals spent months of their lives uncompensated as they embarked on this task with the highest level of professionalism and integrity; and

 

WHEREAS, the Commission completed its work and published its final report on July 7, 2004.

 

NOW, THEREFORE, BE IT RESOLVED, that the President and the Board of Commissioners of Cook County, on behalf of the citizens of Cook County, hereby extend their deepest appreciation to Judge Mikva and the entire Commission for their tireless efforts over the past seven months.

Honoring the Work of Teacher Vikki Proctor

 

WHEREAS, Vikki Proctor has been an educator for more than 35 years; and

 

WHEREAS, Vikki Proctor has spent the last 27 years of her career working with students in the 13th District of Cook County; and

 

WHEREAS, throughout her career, Vikki Proctor has continued her own education, achieving a Masters Degree in Special Education and certifications in several areas including Reading Specialist; and

 

WHEREAS, Vikki Proctor loves being a teacher and always prioritizes the needs of her students; and

 

WHEREAS, Vikki Proctor has helped innumerable students achieve their highest potential; and

 

WHEREAS, Vikki Proctor actively participates in and contributes to the profession of teaching by serving as a presenter at National Council of Teachers of English conferences and contributing articles to educational journals including the Illinois Reading Council Journal and the Middle School Journal; and

 

WHEREAS, Vikki Proctor is recognized by her peers as an outstanding educator and has been promoted to leadership positions within School District 65 including serving as a Department Chair in Social Studies and Language Arts and Reading, facilitating professional workshops for other teachers, participating in the DePaul Institute for Teacher Development and Research, and serving on the Districts 65/202 Standards Committee; and

 

WHEREAS, in addition to her commitment to public service as an educator, Vikki Proctor is also an active member in her community; since 1996, Ms. Proctor has been a board member and coordinator of the Evanston Public Library’s Books on Wheels Program and previously worked with the local YMCA and the high school donor program; and

 

WHEREAS, Vikki Proctor is a dedicated educator, an advocate for the profession of teaching, and an outstanding community member.

Honoring Jack Lynch

 

WHEREAS, Jack Lynch is long time resident of the 13th District; and

 

WHEREAS, prior to his retirement in December 2001, Jack Lynch was the Director of the Organization Department of the American College of Surgeons; and

 

WHEREAS, during his 24 year tenure with the American College of Surgeons, Jack was involved with the College’s Board of Governors and its committee on Socioeconomic Issues, which dealt with surgeon volunteerism; and

 

WHEREAS, Jack Lynch is a kind and giving man who has had a life long commitment to community service and helping those most in need; and

 

WHEREAS, after retirement, Jack Lynch wanted to continue to share his talents and professional experience with the community so he joined Howard Area Community Center working on a volunteer basis 24 hours a week; and

 

WHEREAS, drawing on his medical background, Jack Lynch works with uninsured, low-income patients to help ensure they have access to the medications they need and understand how to take the medications; and

 

WHEREAS, Jack Lynch wanted to better serve the patients he worked with so he became a registered pharmaceutical patient advocate so that he could help individuals with literacy problems complete their medication related forms; and

 

WHEREAS, through his work with the Howard Area Community Center, Jack Lynch has become an outspoken advocate for improved access to pharmaceuticals for low-income patients and traveled to Washington, D.C. to attend a conference on the Indigent Pharmaceutical Program; and

 

WHEREAS, Jack Lynch also volunteers for a number of other community organizations including the Evanston-Rogers Park Family Health Center and is a long time member of the Ignatian Lay Volunteer Corp; and

 

WHEREAS, Jack Lynch has helped save the lives of countless numbers of Cook County residents by helping to ensure they have access to life extending medications and understand how to take their medicine; and

 

WHEREAS, Jack Lynch is respected and admired by his colleagues and friends.

 

NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Cook County does hereby thank Jack Lynch for his service to the citizens of Cook County and wishes him happiness, good health, and success in his future endeavors; and

Honoring Reverend Hardist E. Lane

 

WHEREAS, Reverend Hardist E. Lane celebrated 35 years of service as pastor to the Fisher Memorial A.M.E. Zion Church of Evanston on Sunday, June 13, 2004; and

 

WHEREAS, Reverend Lane and his wife Janice have devoted much of their lives to Fisher Memorial A.M.E. Zion Church of Evanston, serving its members and the community at large; and

 

WHEREAS, appointed pastor of Fisher Memorial A.M.E. Zion Church in 1969, Reverend Lane has the distinction among his colleagues as being the longest serving pastor in his community; and

 

WHEREAS, in addition to his theological training from North Park College and Garrett Evangelical Theological Seminary of Northwestern University, Reverend Lane has also been certified for Pastoral Ministry to the Chemically Dependent and their Families; and

 

WHEREAS, Reverend Lane is recognized as a caring and giving community leader, humanitarian, and outspoken advocate for peace and justice; and

 

WHEREAS, Reverend Lane has worked to build his church and congregation into a community resource that provides spiritual guidance and that also helps families and individuals overcome life challenges such as unemployment, homelessness, hunger, chemical dependence, juvenile delinquency, and learning challenges; and

 

WHEREAS, growing from his commitment to provide guidance and help to the members of his congregation, Reverend Lane is an active community leader who freely gives his time in the service of others through active membership in community organizations, committees, and conferences and by serving in leadership positions within these groups; and

 

WHEREAS, Reverend Lane’s work has been recognized and honored by many organizations including the Garrett Evangelical Theological Seminary Evanston, School District 65, Evanston Police Department and the Evanston Township High School PTA; and

 

WHEREAS, Reverend Lane has never turned his back on a person in need and in fact, has devoted his life to seeking out and assisting those who most need love, kindness, support and guidance; and

 

WHEREAS, Reverend Lane is loved and respected by his congregation, colleagues, and all those in the community that have been blessed by knowing or working with him. 

 

NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Cook County does hereby congratulate Reverend Hardist E. Lane on 35 years of service to Fisher Memorial congregation and the City of Evanston and wishes him happiness and good health in the coming years; and

In Memory of C. Michael Savage

 

WHEREAS, C. Michael Savage died on June 24, 2004; and

 

WHEREAS, C. Michael Savage, know to family, friends, and colleagues as Mike, was a life long outspoken advocate for social and economic justice issues; and

 

WHEREAS, upon entering the workforce after college, Mike Savage became a labor and community organizer and continued to draw on the skills he learned as an organizer throughout his professional career; and

 

WHEREAS, Mike Savage devoted his entire career working for community based organizations and social service agencies that worked with individuals and families to help them improve their lives including the National Healthy Start Association, Heartland Alliance, United Neighborhood Organization of Near Southwest, Fenway Community Health Center in Boston, and Access Community Health Network; and

 

WHEREAS, during his successful tenure as Executive Director of Fenway Community Health Center from the late 1980s to 1994, Mike Savage brought much needed attention to a variety of health issues among the poor; and

 

WHEREAS, Mike Savage returned to Chicago in 1994 to become the CEO of Access Community Health Network and was responsible for more then tripling the organization’s budget and expanding its city-wide health network from 9 to 41 sites; and

 

WHEREAS, Mike Savage was a man who never waived from an issue or cause he thought was important and always brought passion and energy to his work; and

 

WHEREAS, Mike Savage treated his co-workers, employees, and the patients he served with the utmost respect and kindness; and

 

WHEREAS, a devoted community activist, Mike Savage also cherished his time with his family, his life partner Andy, his mother Maureen, and his siblings Cindy and Chuck; and

 

WHEREAS, in addition to working for his community in his professional life, Mike Savage also generously shared his free time and resources with numerous organizations such as Dignity Chicago and United Power for Action and Justice; and

 

WHEREAS, Mike Savage was respected and admired by the many colleagues and friends whose lives he touched.

 

NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Cook County does hereby offer its deepest condolences and most heartfelt sympathy to the family and many friends of C. Michael Savage and joins them in sorrow at this time of loss; and

WHEREAS, Reverend Alexander Lincoln James, Sr. was born in 1920 in Houston, Texas.  Both his father and grandfather were ministers so it was no surprise when Alexander planned to study Theology; and

 

WHEREAS, Reverend Dr. A. Lincoln James, Sr. is celebrating 50 years as the pastor of Greater Bethesda Baptist Church at 5301 South Michigan; and

 

WHEREAS, Reverend James has preached the Gospel for 69 years.  He began his preaching career at the age of 19.  Reverend James was chosen to become the pastor of the historic First African Baptist Church, Richmond, Virginia while still attending Virginia Union Theological Seminary; and

 

WHEREAS, in 1946 James was called to the ministry of the First Baptist Church in Suffolk, Virginia.  He sewed this congregation until 1954; and

 

WHEREAS, on the fourth Sunday of July 1954, Dr. A. Lincoln James began the first day of the last 50 years administering to the worshipers at Greater Bethesda Baptist Church, 5301 South Michigan Avenue, Chicago, Illinois; and

 

WHEREAS, Dr. James has developed an outstanding musical program at Greater Bethesda Church.  On the second Sunday in December, Chicagoans from all of the city come to hear Handel’s Messiah performed by the Sanctuary Choir.  Students of all ages come from various neighborhoods to attend Saturday Free School established in 1985.  Scores of seminary students have studied under Pastor James.  The homeless are fed and offered the gospel every Sunday morning; and

 

WHEREAS, during these 50 years Dr. James was involved with several Civic and Community activities namely the NAACP, the National Baptist Convention, the National Baptist Congress of Christian Education, and the American Baptist Federated Board; and

 

WHEREAS, Dr. James was appointed to the City of Chicago’s Youth Commission by the late Mayor Richard Daley.  Reverend James later became the Director of Churches United, Inc.  He served in that capacity for eight years; and

 

WHEREAS, on a national level, Dr. A. Lincoln James participated in seven White House conferences and meetings.  These meetings occurred during the terms of Presidents Nixon, Eisenhower, Reagan and President William Clinton; and

 

WHEREAS, Dr. James is the father of three daughters and two sons.  He is married to Wilma Cotten James of Nashville, Tennessee.  Dr. and Mrs. James will also celebrate their 14th wedding anniversary on the fourth Sunday in July.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners on behalf of the citizens of Cook County congratulate Reverend Dr. Alexander Lincoln James, Sr. for his good work and admirable service to his church and our community; and

 

BE IT FURTHER RESOLVED, that a copy of this Resolution be placed in the official proceedings of this Honorable Body and a copy presented to Reverend James as a memento of our recognition.
