respectfully requesting that Marjorie O’Dea, Chief of Police be appointed as a member of the Cook County Emergency Telephone System Board.  The former Police Chief’s term as Board Member expired on April 30, 2003.  Ms. O’Dea’s appointment as a member of the Board will be a three (3) year term starting on September 4, 2003 and expiring on September 3, 2006.  Ms. O’Dea has had a long history in law enforcement and is currently the Chief of Police for the Sheriff’s Police Department.

 

According to the by-laws of the ETSB, the Cook County Board of Commissioners must approve all appointments to the Board.  Please accept this letter as a formal nomination of Chief of Police Marjorie O’Dea to the Board.

requesting authorization to apply for a grant in accordance with Section 30 of the 2003 Cook County Budget Resolution from the Department of Justice Bureau of Justice Assistance in the amount of $225,320.00 for the Financial Crime-Free Communities Support Anti-Money Laundering Grant Program.  The Financial Crime-Free Communities Support Anti-Money Laundering Grant will allow the office to continue to focus on money laundering mechanisms employed by street gangs and narcotics trafficking organizations that operate in the Chicago area in an effort to identify, expose and prosecute the segment of the drug trade that moves and enables the movement of money.

 

The funds provided through this grant will support the salaries and fringe benefits of one (1) senior level assistant state’s attorney, one (1) state’s attorney investigator, two (2) part-time auditors and one (1) part-time law clerk.

 

This grant does not require a match contribution.

TIMOTHY C. EVANS, Chief Judge, Circuit Court of Cook County

 

requesting that the Cook County Board of Commissioners authorize the Adult Probation Department, Circuit Court of Cook County, to accept a grant in the amount of $184,006.00 from the Illinois Department of Human Services (IDHS).  This grant will fund a program in the department’s Mental Health Unit that provides intensive supervision and coordinates treatment services for probationers who have learning and mental disabilities.  The program is designed to ensure these probationers receive maximum opportunities for successful completion of probation and placement in the community.

 

This grant will expire in conjunction with the end of the state’s fiscal year on June 30, 2004.  This longstanding program has been funded annually by IDHS.  Funds will be used for salaries and fringe benefits for three staff probation officers assigned to the Mental Health Unit.

 

This grant does not require an application process.

requesting authorization to accept a grant in the amount $19,689.00 from the State of Illinois, Office of the Attorney General.  This grant is funded through the Violent Crime Victims Assistance Act Program and supplements the county’s current salary for the executive director of the court’s Children’s Advocacy Rooms and the Children’s Advocacy Room Clinic.

 

The court operates eight Children’s Advocacy Rooms in the following court facilities:  the Richard J. Daley Center, 50 West Washington Street; the Domestic Violence Section of the First Municipal District, 1340 South Michigan Avenue; Juvenile Court, 1100 South Hamilton Avenue; the Expedited Child Support Center, 32 West Randolph Street; the Family Mediation Unit, Cook County Administration Building, 69 West Washington Street; Domestic Relations Court, 28 North Clark Street; the Fourth Municipal District in west suburban Maywood; and the Sixth Municipal District in south suburban Markham.  The Children’s Advocacy Clinic operates in the courthouse at 1340 South Michigan Avenue in Chicago.

 

The authorization to apply for this grant was given on March 6, 2003 by the Cook County Board of Commissioners.

 

Estimated Fiscal Impact:  None.  Grant Award:  $19,689.00.  Funding period:  July 1, 2003 through June 30, 2004.

requesting authorization to accept a new grant in the amount of $10,000.00 from the Illinois Criminal Justice Information Authority (ICJIA).  This grant will provide funding to purchase equipment for the Cook County Domestic Violence Resource Center, located at the First Municipal Courthouse at 1340 South Michigan Avenue.  Specifically, this grant will allow the Resource Center to translate and reprint domestic violence information folders and brochures in Spanish and Polish; to purchase domestic violence videos and posters, a new television, VCR and TV stand.

 

The match commitment for this award is $2,500.00, which will be a cash match.

 

This grant does not require an application process.  The award was made by the Illinois Criminal Justice Information Authority (ICJIA) for the specific purpose of purchasing equipment for the Domestic Violence Resource Center.

DENNIS MANZKE, Chief of the Administrative Services Bureau, State’s Attorney’s Office

 

requesting authorization to accept a grant award in the amount of $2,700,000.00 from the Office of the State Appellate Prosecutors.  This grant will enable the State’s Attorney’s Office to hire 42 additional staff dedicated to the Criminal Appeals Division including 36 assistant state’s attorneys and 6 support staff to address the significant imbalance in staffing between defense attorneys working on criminal appeals in Cook County and the number of available assistant state’s attorneys responding to those briefs.  This will also enable the purchase of necessary computer and office equipment to equip the increase in staff.

 

Because there was no official application process for this grant, no request to apply was needed.

 

Estimated Fiscal Impact:  None.  Grant Award:  $2,700,000.00.  Funding period:  August 1, 2003 through June 30, 2004.

requesting authorization to accept four (4) grant awards from the Illinois Department of Human Services (IDHS).  The grants are as follows:

 

The Family Planning Services grant affords women the opportunity to voluntarily choose a method of birth control.  The grant award is in the amount of $601,700.00.

 

The Regional Perinatal Care System grant provides prenatal services to reduce perinatal morbidity in low birth weight infants.  The grant award is in the amount of $442,700.00.

 

The Supplemental Nutrition Program for Women Infants and Children (WIC) grant provides health screening, supplemental food certification, food prescription and nutrition counseling services to women infants, children.  The grant award is in the amount of $563,700.00.

 

The Problem Pregnancies grant provides a comprehensive array of services to assist women with problem pregnancies.  The grant award is in the amount of $8,200.00.

 

Estimated Fiscal Impact:  None.   Total Grant Award:  $1,616,300.00.  Funding period:  July 1, 2003 through June 30, 2004.

 

GRANT AWARD ADDENDA

DENNIS MANZKE, Chief of the Administrative Services Bureau, State’s Attorney’s Office

 

requesting authorization to accept a no-cost grant extension from the Illinois Criminal Justice Information Authority (ICJIA) for the State's Attorney's youth diversion crime reduction program, also known as Project Reclaim.  This extension will enable the office to expend the remaining grant funds that were awarded.

 

This program provides a wide range of services to 10 to 17 year old high-risk youth.  These services will continue to include, but not be limited to, intensive individual and family counseling, substance abuse counseling, drug testing and mentoring services.

 

Estimated Fiscal Impact:  None.  Grant Award:  None.  Funding period extension:  October 1, 2003 through June 30, 2004.

requesting authorization to accept a supplemental grant award in the amount of $12,000.00 from the Illinois Criminal Justice Information Authority (ICJIA).  This supplemental grant award provides additional grant funding for the Sexual Assault Nurse Examiners (SANE) Course that will train Cook County nurses to conduct sexual assault forensic examinations for the purpose of enhancing the Sexual Assault Response Team (SART) process throughout Cook County.  The additional funding will be used to purchase 200 books titled, Color Atlas of Sexual Assault.  This book is an excellent resource for sexual assault nurse examiners as it provides many pictures describing various situations.

requesting authorization to apply for a grant renewal in accordance with Section 30 of the 2003 Cook County Budget Resolution from the Illinois Criminal Justice Information Authority (ICJIA) in the amount of $670,454.00, which will provide two (2) years of funding for the Prosecutor Based Victim Assistance Program.  The program funds nine (9) victim witness generalists who are assigned to the Victim Witness Assistance Program located at 2650 South California Avenue. 

 

This grant requires that the office match 25% of the grant award.  The match commitment for this award is a cash match that supports a portion of the salaries and fringe benefits of the nine (9) grant funded staff.

requesting authorization to apply for a grant renewal in accordance with Section 30 of the 2003 Cook County Budget Resolution from the Illinois Criminal Justice Information Authority (ICJIA) in the amount of $261,514.00, which will provide two (2) years of continued funding for the Prosecutor Based Services to Survivors of Homicide Victims Program.  This program funds three (3) homicide specialists who work in the Victim Witness Assistance Program.  In addition, critical ongoing monthly support groups for adult and Spanish-speaking survivors of homicide victims as well as a court orientation series are provided through this initiative.
