WHEREAS, the National Association of Counties (NACo) was created in 1935 and represents more than 2000 counties nationwide; and
WHEREAS, NACo is the only national organization that represents county governments in the United States and provides legislative, research, technical and public affairs assistance to its members; and
WHEREAS, the NACo Board of Directors requires that any county submitting a proposal to host a future conference be an active member and does so with the understanding and financial commitment to meet the responsibilities outlined in the request for proposal; and
WHEREAS, Cook County has been a member of NACo in good standing for many years and successfully hosted the 1993 annual conference under the leadership of NACo President John H. Stroger, Jr.
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Commissioners of the County of Cook, State of Illinois, that the President and Board of Commissioners indicate their support for a request for proposal to host either the 2008 or 2009 NACo Annual Conference; and
BE IT FURTHER RESOLVED, that Cook County will reach out to county, municipal, business, institutional and civic partners in the region and in the state to bring together a team to support and fund the program; and
BE IT FURTHER RESOLVED, that through these multiple public and private partnerships Cook County government will coordinate and be responsible for all efforts to meet the financial responsibilities of the NACo annual conference.

WHEREAS, the United Negro College Fund is an educational assistance organization with 39 private, historically black, member colleges and universities; and
WHEREAS, its mission is to raise funds, provide program services, and offer technical assistance to support its member colleges and their students; and
WHEREAS, since its founding, the College Fund has raised more than 1.4 billion dollars for historically black colleges and universities and their students; and
WHEREAS, the College Fund offers more than 400 programs for students, faculty, and member colleges. These program services range from scholarships and curriculum development to college preparation and faculty development; and
WHEREAS, more than 65,000 students currently attend UNCF member colleges. Approximately 90% require financial assistance; 40% are the first in their families to attend college; and 34% are from families with a gross income of less than $25,000.00; and
WHEREAS, to date, more than 350,000 men and women have graduated from UNCF colleges. Historically black colleges and universities have graduated 75% of black Ph.D’s, 85% of black doctors, 46% of black business executives, 50% of black attorneys, and 75% of black military officers; and
WHEREAS, your gift will help UNCF colleges continue to provide quality education at an affordable cost.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners congratulates and supports the efforts of the United Negro College Funds; and
BE IT FURTHER RESOLVED, that this text be spread upon the official proceedings of this Honorable Body, and a suitable copy of same be tendered to the Midwestern Area Headquarters of the United Negro College Fund.

WHEREAS, Almighty God, in His infinite wisdom, has called John J. Houlihan from our midst; and
WHEREAS, John J. Houlihan was a Leo High School graduate and earned a Bachelor’s Degree in Business and Accounting from DePaul University; and
WHEREAS, John J. Houlihan was elected to the Illinois House of Representatives in November of 1964, and served in the 74th, 75th, 76th and 77th General Assembly’s, representing the 41st Representative District from January 1965 through January 1973; and
WHEREAS, John J. Houlihan being passionate and dedicated to veteran affairs and served his country in the U.S. Marine Corps from 1942 to 1945. During World War II, he served in the 3rd Marine Division and was stationed in the South Pacific. During the war he saw action and was wounded during the Battle of the Midway and the Invasion of Bouganville. Mr. Houlihan was awarded the Asian Pacific Medal with three Bronze Stars, the Marine Corps Medal and the Purple Heart; and
WHEREAS, John J. Houlihan’s career as a veteran was outstanding and he was honored with Cook County’s First Annual Veteran’s Recognition Award on November 2, 2000, for his dedicated service to our county and continuous advocacy on behalf of all veterans. He served as Administrator for the Illinois Veterans’ Commission, as Director of the Illinois Department of Veterans Affairs, and as a Program Analyst for the Veterans Administration in Washington D.C. under President Jimmy Carter. Mr. Houlihan served as Will County’s Chief Executive Officer and Deputy County Treasurer and owned insurance, bookkeeping and income tax service businesses; and
WHEREAS, John J. Houlihan was a life long democrat and his commitment to the Democratic Party is legendary. He served as Committeeman of Monee Township for nine terms and was elected State Central Committeeman for the 17th Congressional District. He was also selected as a Delegate to many Democratic National Conventions. He supported and served under several elected officials; he served in former Illinois Governor Dan Walker’s cabinet, he was a consultant to former Illinois Secretary of State Alan J. Dixon, and worked for former Illinois State Treasurer Pat Quinn and was a longtime Deputy Democratic Committeeman for Worth Township; and
WHEREAS, John J. Houlihan was a man of inspiration to us all. He led the fight to keep the name of Soldier Field for Chicago’s lakefront stadium so that those who have served our country will be forever honored and remembered. He was Superintendent of the Veterans’Assistance Commission of Cook County; and
WHEREAS, John J. Houlihan served the people of this State and County with distinction during his long tenure in public office through his unswerving commitment to public service; and
WHEREAS, with the passing of John J. Houlihan, we have lost a devoted family man, a friend, a brave veteran, and an inspiring public servant, a man with revered heroism and with a life-long passion for love of country and all mankind; and
WHEREAS, with ardent affection by all who have turned to him for help and counsel and most of all friendship, John J. Houlihan lived an extraordinary life and remained devoted to his family up to the time of his passing.
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby express their sincere condolences and heartfelt sympathy to the family and loved ones of John J. Houlihan; and
BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to his wife, Vernal, his children, Maureen, Mike, Bill, Terry, Patty, Dennis and Brendan, as recognition of his good works and the high esteem in which he is regarded by the Members of the Board of Cook County Commissioners and let it also be spread upon the official proceedings of this Honorable Body, so that his memory may be so honored and ever cherished.

WHEREAS, it is the responsibility of elected officials and the federal government to ensure the safety, quality, reliability and efficiency of our country’s vital transportation network and to preserve our national defense; and
WHEREAS, America needs a balanced, integrated transportation system and the American people need diverse transportation choices; and
WHEREAS, passenger rail is a critical component of a modern, multi-modal transportation system, and needs to have financial support, unified policy development and oversight similar to that afforded to our air, highway and mass transit modes.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Cook County urges Congress and the President of the United States to fully institute the following passenger rail components, which are critical to the future of passenger rail in the United States, within the upcoming reauthorization of the Transportation Equity Act for the 21st Century (TEA-21) and/or Amtrak Reauthorization legislation:
BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to President George W. Bush, Senate Majority Leader William Frist, Speaker of the House Dennis J. WHEREAS, on June 17, 2003, Carmen Velásquez, Executive Director of Alivio Medical Center, received the Jefferson Award for Public Service at a special ceremony in Washington, D.C.; and
WHEREAS, the American Institute for Public Service presented the award to Ms. Velásquez and 61 others from around the nation; and
WHEREAS, the award recognizes the achievements of individuals who have made a difference in their communities through public service. This year, over 15,000 individuals were nominated for providing innovative service programs and activities that deal with today’s most pressing social issues; and
WHEREAS, the Jefferson Award was founded in 1972 by Jacqueline Kennedy Onassis, U.S. Senator Robert Taft, Jr. and Sam Beard to honor individuals for their contributions through community and public service; and
WHEREAS, Ms. Velásquez is one of the founders of Alivio Medical Center, a non-for-profit community health care center serving the predominantly Mexican neighborhoods of Pilsen, Heart of Chicago, Little Village, Back of the Yards, Brighton Park, Armour Square, Archer Heights, Gage Park, South Lawndale, Bridgeport, Lower West Side, McKinley Park and New City in Chicago; and
WHEREAS, Alivio Medical Center opened its doors in 1989 to provide culturally appropriate bilingual, bicultural primary health care services to the underserved, uninsured, working poor individuals and families; and
WHEREAS, Ms. Velásquez is known as a key voice in promoting health care access and community issues such as immigration, education and housing.
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby extend its congratulations to Carmen Velásquez on her receipt of the 2003 Jefferson Award and wishes her the best of luck as she continues to lead efforts to improve and empower the greater Hispanic community; and
BE IT FURTHER RESOLVED, that this text be spread upon the official proceedings of this Honorable Body, and a ceremonial copy of same be presented to Carmen Velásquez to commemorate this occasion.

WHEREAS, the County of Cook and the Metropolitan Alliance of Police, Chapter 57, entered into Compulsory Interest Arbitration under Section 14 of the Illinois Public Relations Act; and
WHEREAS, an Interest Arbitration Award has been issued concerning unresolved salary issues covering the period of December 1, 2001 through November 30, 2003.

WHEREAS, the enticing lure of retirement will soon claim longtime Cook County employee, Lillie Yarber, from our midst; and
WHEREAS, Lillie's work history is a diverse one, a journey that spans from the cotton fields on a farm in Southeast Missouri to the halls of justice in Cook County Government; and
WHEREAS, her first position with County Government was as a clerk of the Office of the Cook County Recorder of Deeds; and
WHEREAS, in 1973, Lillie moved on to a position in the Cook County Clerk of the Circuit Court's Office where she would work for the bulk of her County career, with the exception of time she spent in the Chief Judge's Office; and
WHEREAS, Lillie's solid work ethic paid off resulting in her being promoted to branch manager in the Clerk's Office. In that position, Ms. Yarber supervised all levels of operation in the Misdemeanor Court, Domestic Violence Court, Misdemeanor Jury Court and Felony Court; and
WHEREAS, Lillie Yarber's firm commitment to excellence in public service set a fine example for all to follow and her services will be sorely missed.
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the over five million residents of Cook County, does hereby congratulate and thank Lillie Yarber for her many years of dedicated service as she enters the timeless, care-free realm of retirement; and
BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to Lillie Yarber in recognition of the myriad contributions she has made to Cook County Government.

WHEREAS, Carl Coletti came to the United States at the age of 16 with his father and two younger brothers from Palermo, Sicily; and
WHEREAS, Mr. Coletti first settled in Southern Illinois and worked as a coal miner; and
WHEREAS, Mr. Coletti was introduced to his wife Cecelia and the two relocated from Southern Illinois to Chicago to start a family; and
WHEREAS, the Coletti’s first operated a small grocery and meat market in what is now the Old Town Neighborhood of Chicago and another larger store near Augusta and Ridgeway opened during World War II; and
WHEREAS, in 1949 the Coletti’s bought land in Elmwood Park and made a home there; and
WHEREAS, in 1953, the Coletti’s opened the Elmwood Park Garden Shop and supplied patio items in the summer and Christmas trees in the winter to many Elmwood Park and area residents; and
WHEREAS, Mr. Coletti retired in 1983 and has kept active and involved in his community; and
WHEREAS, Mr. Coletti recently celebrated his milestone 100th birthday with his four generations of family and friends.
NOW, THEREFORE, BE IT RESOLVED, that the President and Board of Commissioners of Cook County wish to honor Mr. Coletti on his birthday for his long life, great accomplishments and enduring commitment to his family and community; and
BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be spread upon the official proceedings of this Honorable Body and that a copy of same be rendered to Mr. Carl Coletti.

WHEREAS, St. Paul Lutheran Church and school was organized by German farmers on Chicago’s Northwest side in July of 1903; and
WHEREAS, St. Paul’s congregation conducted all services in German until 1922, celebrating the Church’s rich German heritage; and
WHEREAS, a fire in 1939 destroyed the school auditorium and another fire destroyed the entire school twenty years later; and
WHEREAS, the pioneering spirit and dedication of the congregation rebuilt the school in 1960 to continue to serve the educational needs of its members; and
WHEREAS, a new church was dedicated in 1971 to accommodate its increasing membership and to welcome more worshipers to the St. Paul Community; and
WHEREAS, the Church still serves the Northwest side of Chicago with a faithful willingness to give to the community; and
WHEREAS, the same pioneering spirit with which the Church was founded exists today in its worshippers and community members; and
WHEREAS, this Honorable Body takes great pride in honoring institutions that enrich and enhance the community through their ministry and faith.
NOW, THEREFORE, BE IT RESOLVED, that the President and Board of Commissioners of Cook County wish to honor the St. Paul Lutheran Church and its entire community for their ministry over the past 100 years; and
BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be spread upon the official proceedings of this Honorable Body and that a copy of same be rendered to St. Paul Lutheran Church.

WHEREAS, her first position with the County was in the Sheriff’s Office where she worked as Deputy Sheriff. She also worked in the Cook County State’s Attorney’s Office where she was one of the first Victim Witness Specialists; and
WHEREAS, Bea Sumlin is the consummate professional whose kind demeanor and commitment to public service will be sorely missed; and
WHEREAS, in the “timeless arena” called retirement, Ms. Sumlin will have ample time to do whatever her heart desires, particularly activities related to her position as Committeeman of the Eighth Ward Regular Democratic Organization.
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five million residents of Cook County, does hereby congratulate and thank Ms. Bea Sumlin for the more than three decades of exemplary service she provided to Cook County Government and sends best wishes as she enters the care-free, boundless realm of retirement; and
BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to Bea Sumlin in recognition of the myriad contributions she has made to Cook County Government.
