RECOGNIZING PROSTATE CANCER AWARENESS MONTH

 

WHEREAS, one in every six men will get prostate cancer sometime in his lifetime; and

 

WHEREAS, prostate cancer is the most commonly diagnosed non-skin cancer among American men; and

 

WHEREAS, African-American men are at special risk for the disease.  They have the highest rate of prostate cancer in the world, 60 percent higher than in white males and double the mortality rate; and

 

WHEREAS, prostate cancer will take the lives of almost 30,000 men this year from all races and ethnic groups; and

 

WHEREAS, prostate cancer can be detected early through a simple blood test; and

 

WHEREAS, all men over 50 and African-American men 40 and over should be screened annually for prostate cancer; and

 

WHEREAS, the Cook County Department of Public Health, which works to prevent illness, disability and death, offers prostate cancer screenings at clinics throughout suburban Cook County and at health fairs and outreach sites; and

 

WHEREAS, the Month of September has been designated Prostate Cancer Awareness Month.

 

NOW, THEREFORE, BE IT RESOLVED, by the Cook County Board of Commissioners, in recognition of Prostate Cancer Awareness Month, strongly encourage all men to take care of themselves as well as their loved ones, by taking a simple blood screening that lasts less than 10 minutes and could save one's life.  The Board also encourages physicians to routinely offer prostate cancer testing to men who have a family history of prostate cancer, as they are more at-risk for the disease.  Finally, the importance of early detection cannot be overemphasized and men should not neglect their health, but rather make their health a top priority.

COOK COUNTY PROPERTY TAX APPEAL ACCESSIBILITY RESOLUTION

 

A RESOLUTION TO ENCOURAGE THE COOK COUNTY ASSESSOR AND THE COOK COUNTY BOARD OF REVIEW TO MAXIMIZE THEIR USE OF INFORMATION TECHNOLOGY TO INCREASE THE PUBLIC’S UNDERSTANDING OF THE PROPERTY TAX SYSTEM

 

WHEREAS, the public sector’s expanded use of technology to share information with taxpayers promotes transparency and accountability in government and creates more open and fair processes; and

 

WHEREAS, in Cook County, the increased posting of information about the assessment, tax incentive, tax exemption and appeal processes on the Internet, combined with the ready availability of the Internet in homes, offices and at public libraries is helping the taxpaying public develop a greater understanding of the process; and

 

WHEREAS, the Cook County Assessor’s Office has demonstrated that information currently available on their website serves as a valuable and utilized resource for Cook County taxpayers, and are in the process of completing the placement of all assessment-related information on their website; and

 

WHEREAS, a thorough county effort to cultivate understanding of the process and to reassure the taxpaying public of the fairness and impartiality of the property tax system must include disclosure of the property tax process in its entirety, including information about the property tax appeal process; and

 

WHEREAS, the posting of information about property tax appeals will reassure the public that individuals and industry alike are treated fairly and equally throughout the process and that judgments on taxpayers’ appeals are made on the merits and without consideration of private gain.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners call upon the Cook County Assessor and the Cook County Board of Review to post thorough and complete information about the property tax appeal process on the Internet, including the following:

 

1.                   The basis of the taxpayer’s appeal;

 

2.                   The result of the appeal;

 

3.                   The justification for the reduction or the denial of the reduction of the assessment;

 

4.                   The name of the attorney or tax assistant preparing the appeal at the Board of Review level.

 

BE IT FURTHER RESOLVED, the Cook County Assessor and Board of Review shall make every effort to post such information on the Internet, in a clear and readily identifiable manner before the close of the current triennial reassessment cycle.

WHEREAS, the Cook County Board of Commissioners has the legal authority to authorize its departments and offices to open and maintain checking and savings accounts at various banks; and

 

WHEREAS, it is now necessary to update those persons who are authorized to be signers on the account.

 

NOW, THEREFORE, BE IT RESOLVED, that the N.O.W. Account #0074938901 at Seaway National Bank be updated; and

 

BE IT FURTHER RESOLVED, that the following are the names of those persons who are authorized to wire or otherwise transfer and/or invest funds from the depository account to approved investment vehicles:

WHEREAS, a Collective Bargaining Agreement between the County of Cook, the Coalition of Unionized Public Employees (COUPE) and the County of Cook/Sheriff of Cook County (as Joint Employers) has been negotiated for the period of December 1, 2003 through November 30, 2006.

 

NOW, THEREFORE, BE IT RESOLVED, that this union agreement be approved by the Board of Commissioners of Cook County.

WHEREAS, on August 14, 2004, Harry V. Roberts was called from our midst at the age of 81; and

 

WHEREAS, Harry V. Roberts was married to June with whom he raised two children and five grandchildren; and

 

WHEREAS, throughout his 46-year career as a professor at the University of Chicago Graduate School of Business, Dr. Roberts earned a reputation as a respected scholar, caring teacher and colleague; and

 

WHEREAS, Harry V. Roberts earned his undergraduate degree in business from the University of Chicago in 1943; and

 

WHEREAS, Harry V. Roberts served in the Fourth Armored Division in France and Belgium in World War II before he was captured during the Battle of the Bulge and held until the end of the war; and

 

WHEREAS, after the war Harry V. Roberts returned to the University of Chicago and earned an MBA with honors in 1947; and

 

WHEREAS, Harry V. Roberts began to teach statistics at the University of Chicago in 1949 and earned a PhD while teaching, and becoming a full professor in 1959; and

 

WHEREAS, Dr. Roberts was an enthusiastic early advocate of using computers in statistical analysis and developed a statistical package in the late 1960s; and

 

WHEREAS, toward the end of his career Dr. Roberts helped develop a curriculum in Total Quality Management; and

 

WHEREAS, in 1996, the University of Chicago named Dr. Roberts the Sigmund E. Edelstone Professor Emeritus of Statistics and Quality Management; and

 

WHEREAS, in 2002, the Chicago chapter of the American Statistical Association named an award in Dr. Roberts honor; and

 

WHEREAS, Harry V. Roberts was an avid athlete, competing in numerous marathons and triathlons; now therefore

 

BE IT RESOLVED, that the Board of Commissioners of Cook County does hereby express its sorrow at the passing of Harry V. Roberts, and extends its deepest sympathies to the family of this great man, who served his country and contributed greatly to his community.

WHEREAS, on August 24, 2004 Mary Jane Wessell was called from our midst at the age of 83; and

 

WHEREAS, Mary Jane Wessell was a co-owner of the Journal & Topics Newspapers for 56 years with her husband the late Richard Wessell, Jr.; and

 

WHEREAS, during her long career Mary Jane Wessell was head bookkeeper, social editor and travel editor of the newspaper; and

 

WHEREAS, Mary Jane and Richard Wessell raised a family of six children and thirteen grandchildren; and

 

WHEREAS, as a young girl Mary Jane Wessell knew that she wanted to work for a newspaper; and

 

WHEREAS, Mary Jane Wessell wrote for the school newspaper at Lake Forest College where she met her future husband Richard; and

 

WHEREAS, Mary Jane and Richard Wessell bought the Des Plaines Journal shortly after the end of World War II, which has now become sixteen individual newspapers; and

 

WHEREAS, Mary Jane Wessell became actively involved in the community over the next five decades as a member of the Ladies of the Elks and a Sunday School teacher at the First Methodist Church of Des Plaines; and

 

WHEREAS, Mary Jane Wessell loved to travel and was invited to join premier travel writing organizations, the Society of American Travel Writers and the Midwest Travel Writers Association; and

 

WHEREAS, Mary Jane Wessell continued to work at the paper through the 1990s, now therefore,

 

BE IT RESOLVED, that the Board of Commissioners of Cook County does hereby express its sorrow at the passing of Mary Jane Wessell, and extends its deepest sympathies to the family of this wonderful woman who contributed so much to the community in her long and generous life.

WHEREAS, Evelyn Swietek has been an election judge for twenty years, now therefore

WHEREAS, Joseph was born Joseph Frank Roberts in Chicago, Illinois on Saturday, October 1, 1904; and

 

WHEREAS, in 1925 Joseph was joined in holy matrimony to Juanita Williams (deceased) and celebrated 70 blessed years of marriage; and

 

WHEREAS, through this union three children were born, Edith, Joseph Jr. and Kenneth (all deceased), and two grandchildren Gregory and Anna Marie; and

 

WHEREAS, Joseph has worked in the City of Chicago and the Hyde Park area as a plumber, handyman and house repair consultant.  He has been a Hyde Park resident for over 50 years, and has always been sought to give historical information about the various neighborhoods in Chicago; and

WHEREAS, among the many blessings for which the members of the Revealing Missionary Baptist Church will offer thanks on that day is that God has so blessed them and sent to them His grace through the good works and benevolence of Reverend Hollins; and

 

WHEREAS, Reverend Hollins was raised in Arkansas and came to Chicago with his family as a young man, where he was called into the service of Our Lord, Jesus Christ in 1958; and

 

WHEREAS, in 1970, James Hollins married his wife, Brenda and together the couple has raised seven children in a loving and nurturing home filled with God’s grace and light; and

 

WHEREAS, Reverend Hollins established the Revealing Missionary Baptist Church in 1974; and

 

WHEREAS, Reverend Hollins is known with great fondness and much affection by all the members of the Revealing Missionary Baptist Church who have sought his help and spiritual guidance over the years; and

 

WHEREAS, Reverend Hollins will long be appreciated by his faith community for his leadership in establishing a Community Service Center and After School Program, for his youth ministry, and the annual Community Festival; and

 

WHEREAS, in recognition of his 30 years as pastor, and lifetime of outstanding service to his brothers and sisters in Christ, the congregation of the Revealing Missionary Baptist Church will gather in celebration at Rosewood West in Crestwood, Illinois, on September 12, 2004; now therefore

 

BE IT RESOLVED, by the Board of Commissioners of Cook County that the Board does hereby extend its congratulations to Reverend James E. Hollins, Sr., for this special recognition, and extends its gratitude on behalf of the community for his outstanding service over the years; and

WHEREAS, the Glenview Chamber of Commerce’s Business Person of the Year Award is given to a member for outstanding achievements in promoting the image of the Glenview business community; and

 

WHEREAS, the Glenview Chamber of Commerce has named Helen Gallagher the 2004 Business Person of the Year, the Chambers’ most prestigious award; and

 

WHEREAS, as owner of Computer Clarity, a Glenview-based computer consulting business since 1996, Helen Gallagher has helped hundreds of people increase their computer literacy, develop computer skills and move ahead in technology; and

 

WHEREAS, Helen Gallagher has been a member of the Glenview Chamber of Commerce since 1996, serving on the Board for 6 years, including one year as treasurer; and

 

WHEREAS, Helen Gallagher designed the Glenview Chamber’s first web site and currently heads the Chamber’s Technology Alliance which has conducted many free computer training workshops at the chamber; and

 

WHEREAS, Helen Gallagher has also used her talents to conduct training for the Small Business Development Office of several local colleges; and

 

WHEREAS, Helen Gallagher has volunteered many hours to local charities, providing valuable technology assistance to organizations that can’t afford support personnel.

 

NOW, THEREFORE, BE IT RESOLVED, that the President and the Board of Commissioners does hereby recognize and congratulate Helen Gallagher for earning this prestigious award; and

WHEREAS, Almighty God in His infinite wisdom has taken from our midst Lance Corporal Vincent Sullivan, born into life on December 15, 1980, born into eternity on July 24, 2004; and

 

WHEREAS, Vincent was the beloved husband of Erika, and loving son of Michael and Susan, a cherished brother to Brian and Robert, and dear nephew of Illinois State Senator Dave Sullivan; and

 

WHEREAS, Vincent was born in the Chicago area and spent his childhood in Western Springs before moving to New Jersey were he attended high school and college; and

 

WHEREAS, Vincent who enlisted in the United States Marine Corp, was a Lance Corporal assigned to the 24th Stay Platoon Weapons Company, in Camp Lejeune, North Carolina; and

 

WHEREAS, Vincent had served in Iraq before the initial invasion, and was on his second tour of duty in Iraq; and

 

WHEREAS, Vincent who felt that he needed to fight for our country and the values we believe in, was killed in a conflict just west of Baghdad; and

 

WHEREAS, Vincent will greatly be missed and his family, friends and community will truly feel the loss of his presence amongst them.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners expresses their sadness and sincere condolences to the family and friends of Lance Corporal Vincent Sullivan; and

WHEREAS, for the last seven years of his career in public service, David worked with the Cook County Commission on Human Rights applying his legal training and lifelong commitment to civil rights to what he called "the best job" he ever had; and

 

WHEREAS, Mr. Canter brought compassion and a genuine desire to help improve the lives of others to County Government.  David Canter was always concerned about the welfare of his colleagues and the people he felt privileged to serve; and

 

WHEREAS, understated by nature, Mr. Canter never boasted about the high profile campaigns he worked on, the newspapers he published, or the fact that he served as a top advisor to some of  Chicago's most well-known and influential political icons; and

 

WHEREAS, widely admired for his political and social activism, Mr. Canter was a staunch advocate of demystifying the political process and constantly stressed the profound importance of exercising a person's right to vote; and

 

WHEREAS, David Canter brought his keen intellect, tenacity and boundless energy to every endeavor he undertook.  His presence in County Government was a blessing because he had a fundamental grasp of the concept of mutual respect and always sought to ensure that people were treated fairly; and

 

WHEREAS, even as David's health failed, his passion for politics and social justice never waned; and

 

WHEREAS, with the passing of David S. Canter, we have lost a gifted attorney who used his diverse talents to empower disenfranchised groups in an effort to ensure equal opportunity for all.  Mr. Canter's tireless commitment to justice and his rich legacy of accomplishment will serve as a source of inspiration for generations to come.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five million residents of Cook County, does hereby express its deepest condolences and most heartfelt sympathy to the family as well as the many friends and loved ones of David S. Canter; and

IN REMEMBRANCE OF JOSEPH K. RUSIN

AUGUST 17, 1945 AUGUST 27, 2004

 

WHEREAS, Joseph “Joe” K. Rusin was employed by the Cook County Department of Purchasing since 1991; and

 

WHEREAS, Joe Rusin was an exemplary employee throughout his career, who excelled in perfecting purchasing contracts for countless vendors who provide services for the people of Cook County; and

 

WHEREAS, Joe Rusin possessed a thorough knowledge of the Cook County purchasing ordinance and procedures and was, thereby, valuable and resourceful for many who sought him for assistance and guidance; and

 

WHEREAS, Joe was appreciated by his fellow purchasing agents for his willingness to work with them, to pitch in to solve problems and to lend his support and wisdom of experience; and

 

WHEREAS, as a demonstration of their appreciation for Joe Rusin, the entire purchasing department came to his assistance during his illness, one providing him with a place to stay near his frequent therapy visits, some taking turns transporting him to those visits, others calling on his wife, Sandy, and tending to his family’s needs, visiting him at home, celebrating with him and his family on special occasions, throwing impromptu parties to lighten his and his family’s spirits during a time of tremendous concern for his health and his family’s well being; and

 

WHEREAS, Joe Rusin was deeply loved by those who knew him and found that he reciprocated in kindness, understanding and care for others throughout his life; and

 

WHEREAS, Joe was the loving husband of Sandy, loving father of Kelly (Kenneth) Alvers and Joey; cherished grandfather of Carly Alvers; beloved son of Joseph E. (the late Eve); dear brother of Gerry Wojtas and Barbara Rusin; and is survived by many close friends and relatives; and

 

WHEREAS, Joseph K. Rusin will be sadly missed for all the joy, good deeds and kindnesses that he brought to this life and freely shared.

 

NOW, THEREFORE, BE IT RESOLVED, that the President and Members of this Honorable Body does extend its sincere and heartfelt condolences to the family of Joseph K. Rusin in the knowledge that, with his passing, many fond memories of his life and work will remain for time immemorial; and

WHEREAS, Grace Lee has been an integral part of Northfield Township for several decades serving the township in various capacities; and

 

WHEREAS, Grace Lee was elected to two terms as Supervisor of Northfield Township and served from 1973 to 1981; and

 

WHEREAS, prior to her election as Northfield Township Supervisor Grace Lee was elected as a Northfield Township Trustee; and

 

WHEREAS, Grace Lee has served as Executive Director of the Township Officials of Cook County (TOCC) for more than 22 years; and

 

WHEREAS, Grace Lee and her late husband Robert were very active and dedicated to the Republican Party; and

 

WHEREAS, Grace Lee served as a precinct captain and area chairman for the Northfield Township Republican Organization; and

 

WHEREAS, Grace Lee and her husband raised four children, three daughters and a son in Northbrook; and

 

WHEREAS, Grace Lee will be leaving Northbrook and Northfield Township to be near her three daughters in California.

WHEREAS, GeorgieGigi” Nicks personal battle with AIDS began when she first contracted the virus in 1990, and her struggle against the disease launched her into a new role as a leader in the fight to obtain better healthcare for HIV patients; and

 

WHEREAS, GeorgieGigi” Nicks was a key member of Chicago’s first HIV Committee, and a member of numerous prevention groups; and

 

WHEREAS, GeorgieGigi” Nicks was a founding Board member of the AIDS Alliance for Children, Youth, and Families, and was often sought as a keynote speaker at events around the country; and

 

WHEREAS, GeorgieGigi” Nicks will long be remembered as a tireless and fearless advocate for HIV patients in her role as Director of Patient Advocacy for the Ruth M. Rothstein Core Center of Cook County; now therefore

WHEREAS, Almighty God in His infinite wisdom has called one of our nation’s legendary African-American entrepreneurs from our midst, Paul Joseph King, Sr.; and

 

WHEREAS, born in 1915, and faced with the death of his father at just the age of three, Paul learned early in life that life is not always fair; and

 

WHEREAS, after the passing of his father, Paul, along with his mother, Olivia, and twin sister, Marie, moved to Chicago and settled on the city’s South Side; and

 

WHEREAS, the relocation sparked a rich legacy of hands-on community involvement and civic leadership that endures to this day.  Moreover, it also planted the seeds for a relentless work ethic and astute entrepreneurship in Paul; and

 

WHEREAS, when Paul’s widowed mother married Charles Brown, Sr., the family expanded, with Paul gaining three additional siblings:  Charles Brown, Jr., Janet Brown and Vernon Brown.  Paul’s position as the eldest son in a large family contributed to his drive to be successful, for he felt that it was his obligation to contribute to the family’s livelihood; and

 

WHEREAS, history would be made in 1935 when, at the age just twenty, Mr. King founded P.K. Produce, Chicago’s first African-American owned produce company.  The demands mental and physical were Herculean, requiring Paul to be “up and running” at 3:00 am each morning to purchase fruits and vegetables from select farmers in Northern Indiana and from Chicago’s South Water Market.  The produce would be sold to households and stores on Chicago’s South Side.  Mr. King’s timing was perfect and he was able to address the needs of a large potential market that had previously been ignored; and

 

WHEREAS, another smart decision came in 1937 when Mr. King married Frances Ruth Lindsey, a union that would last a remarkable 67 years, until Mr. King’s passing.  The marriage produced two children, Paul Jr. and Claudia; and

 

WHEREAS, another turning point in Mr. King’s life came in 1944, with World War II; as a result of Mr. King’s valor and exceptional leadership ability, he would attain the rank of Corporal Sergeant; and

 

WHEREAS, when Mr. King returned from the war, he worked around-the-clock to nurture his business.  Realizing that he had an excellent idea, Mr. King expanded upon his concept and approached Chicago’s major food chains to see if they would be interested in carrying specialty produce items that were popular in African-American households, items such as mustard and turnip greens, turnip tops, okra and Crowder peas.  He countered their reluctance by making them an offer too good to refuse:  King promised to provide the retailers with three units of each vegetable on Thursday, only requiring payment if the products were sold by Monday.  National Tea and A&P Food Stores accepted the offer and P.K. Produce quickly became the exclusive supplier of produce for their stores located in African-American communities; and

 

WHEREAS, with the passing of Paul Joseph King, Sr., we have lost a pioneering entrepreneur, civic leader and role model.  Mr. King was a man who served his country with distinction and helped to expand opportunity for African-Americans and others in the business arena.  His remarkable legacy of achievement will forever resonate.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five million residents of Cook County, does hereby express its deepest condolences and most heartfelt sympathy to the family as well as the many friends and loved ones of Paul Joseph King, Sr.; and

 

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to the family of Paul Joseph King, Sr. so that his inspiring legacy of achievement and community involvement may be so honored and ever cherished.

WHEREAS, Cook County, the second most populous county in the nation, with more than 5.4 million residents, would be proud to serve as the official host of the 2006 National Association of County Officials (NACo) Annual Conference and Exposition; and

 

WHEREAS, as the only national organization representing county governments, NACo’s membership includes two-thirds of counties from across the United States and over 80% of the nation’s population; and

 

WHEREAS, since its inception in 1935, NACo has served as the national advocate of county government, ensuring that the voices of the United States’ 3,066 counties are heard in the White House and the halls of Congress; and

 

WHEREAS, each year, NACo’s Annual Conference and Exposition brings together some 4,000 County officials and offers a unique opportunity to discover innovative ways to address the challenges of county governance by evaluating issues and policies through committee meetings and a wide array of educational seminars and workshops; and

 

WHEREAS, with the rich cultural and ethnic diversity of Chicago serving as the backdrop for the NACo Annual Conference and Exposition, Cook County’s selection as host in 2006 could generate record attendance, encourage new, dynamic connections among the more than 2,000 member counties, and greatly contribute to the economic vitality of our county.

 

NOW, THEREFORE, BE IT RESOLVED, that the President will notify NACo of the Boards interest to proceed with the preparation for the 2006 NACo Annual Conference and Exposition in Cook County and we, the President and the Members of the Cook County Board of Commissioners, do hereby will create a NACo 2006 Task Force comprised of the appropriate officials and civic and business representatives as designated by the President to explore the economic feasibility of to implement hosting the 2006 NACo Annual Conference and Exposition through partnerships with the business community and other enterprises.
