WHEREAS, the Cook County Liquor Control Commission has previously been authorized to maintain checking account number 0071550601 at Seaway National Bank in Chicago.

NOW, THEREFORE, BE IT RESOLVED, that the following name as signer of the aforesaid checking account be deleted:

Fred G. Lebed, Deputy Liquor Commissioner

BE IT FURTHER RESOLVED, that the following names of those persons who shall be authorized to sign checks, drawn on the aforesaid checking accounts of the Cook County Liquor Control Commission:

John R. Weinrauch, Deputy Liquor Commissioner

BE IT FURTHER RESOLVED, that the Cook County Auditor be directed to audit the checking account entitled Cook County Liquor Control Commission Checking Account at the close of each fiscal year or at any other time he sees fit, and to file a report thereon with the Cook County Board of Commissioners.

BE IT FURTHER RESOLVED, that any funds drawn on said Checking Account for deposit with the Cook County Treasurer shall be transmitted to the Cook County Comptroller with an itemization of collections and the designation of the account in the office of the Cook County Comptroller.

WHEREAS, Robert Farrington began his employment with Cook County in October, 1969 as a Programmer in the Treasurer's Office; and

WHEREAS, in November, 1970, Robert Farrington became one of the first employees of the County's Centralized Data Processing Department and due to his talent received numerous promotions during his thirty-year career. During which he was responsible for automating many County functions using state of the art coding techniques and design principles, and many of the systems that he built are still in existence today; and

WHEREAS, Robert Farrington moved through the ranks of the centralized Management Information Systems (MIS) Department from Applications Programmer, Technical Support Manager, Systems Development Manager and Assistant Director of MIS to his current position as MIS Director; and

WHEREAS, Robert Farrington leaves many friends and colleagues as the County is undergoing another wave of automation, in which he was instrumental in preparing the department for success; and

WHEREAS, Robert Farrington and his wife Sandy recently celebrated their 30th Wedding Anniversary and are the proud parents of two children, Rob and Kelly and grandparents of one wonderful grandchild for whom he will baby-sit at anytime; now

THEREFORE BE IT RESOLVED, that the Board of Commissioners of Cook County does hereby extend to Robert Farrington and his family our congratulations on his retirement and our best wishes for many healthy and happy years ahead.

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be prepared for presentation to Robert Farrington as evidence of the esteem in which he is held.

WHEREAS, Ed Arenz has announced his retirement from Blue Cross and Blue Shield of Illinois; and

WHEREAS, Mr. Arenz has held the position of Labor Affairs Account Executive for Blue Cross and Blue Shield of Illinois since 1979; and

WHEREAS, Mr. Arenz has also served his community as founder of the Chicago White Sox Pennant Club (an organization which helps disadvantaged children), as founder and driving force of the Annual Labor Affairs St. Patrick's Day celebration in Chicago, and as organizer of the Annual Midwest Polka Fest (an event which promotes understanding and appreciation of Polka music and dance as multi-ethnic art forms); and

WHEREAS, Mr. Arenz has been the host of "Polka Express" on WTAQ radio and "International Polka Party" on Channel 26 television for many years; and

WHEREAS, in addition to his many contributions to the health care industry and organized labor, Mr. Arenz has also been a long-standing supporter of area high schools; and

WHEREAS, Ed Arenz has been for many years and continues to be a credit to his community; and

WHEREAS, this Body takes great pride in recognizing those citizens of this County who are noted for their achievements and contributions; and

NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Cook County does hereby congratulate Ed Arenz on his retirement as Labor Affairs Account Executive for Blue Cross and Blue Shield of Illinois and wish him many years of health and happiness and continued success in his future endeavors; and

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to Ed Arenz as recognition of his good work and public service and also spread upon the official proceedings of this Honorable Body.

WHEREAS, the County Board has learned with sorrow of the death of Kathleen Brennan; and

WHEREAS, Kathleen Brennan was the beloved wife of the late Michael Joseph Brennan; and

WHEREAS, Kathleen Brennan was the devoted and loving mother of six children, sixteen grandchildren and seven great-grandchildren; and

WHEREAS, Kathleen Brennan will be remembered by all who knew her as a kind and gentle woman, wholly devoted to her family; and

WHEREAS, Kathleen Brennan leaves to cherish her memory her sons, Richard and Michael, her daughters, Kathleen Brennan, Peggy Harmon and Maureen Killackey, 16 grandchildren, Richard, Kathleen, David, Mark, F.J., Eileen, Colleen, Sheila, Michael, Robert, Brian, Kevin, Margaret, Jack, Bridget and Michael, 7 great-grandchildren, Ryan, Ariana, Sydney, Brian, Samantha, Meghan and Mark, and many other family members and friends; and

WHEREAS, Kathleen Brennan will be missed by all who knew her.

RESOLUTION

THE HONORABLE PETER N. SILVESTRI, COUNTY COMMISSIONER

WHEREAS, the Triton College Foundation, a non-profit organization, comprised of civic and community volunteers dedicated to enhancing services and educational opportunities at Triton College, is holding its 8th Annual President's Reception on October 27, 1999; and

WHEREAS, the Foundation's special honoree this year is reknown center fielder and Triton College alumus, Lance Johnson; and

WHEREAS, in his two years as a Triton Trojan, Lance Johnson batted .362 with 56 stolen bases, earned First Team All-Conference honors twice and made First Team All-Region IV in 1983, the year in which he was Triton's leading hitter, with a .390 average; and

WHEREAS, Lance Johnson's career highlights include being the first player in major league history to lead both the National League and the American League in hits; holding the major league mark for the most consecutive seasons leading a league in triples and registering at least four hits in a game 20 times; and

WHEREAS, in addition to an illustrious career in baseball, Lance Johnson donates much of his free time to charitable endeavors, including Lance's Legends, a program in which he visits schools during the season and hosts school groups for baseball games.

NOW, THEREFORE BE IT RESOLVED, that the President and Board of Commissioners of Cook County do hereby congratulate Lance Johnson on this well deserved recognition of his impressive accomplishments, both on and off the baseball field.

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be prepared for presentation to Lance Johnson as evidence of the esteem in which he is held by this Honorable Body.

WHEREAS, Albert and Alice Goodman will celebrate their 50th Wedding Anniversary on October 30, 1999; and

WHEREAS, after returning from World War II, Albert first laid eyes on the beautiful woman who was to become his wife and in that fateful moment they both knew that their love would be eternal; and

WHEREAS, the ceremony binding Albert and Alice to each other took place on October 30, 1949, at the Congress Hotel in Chicago; and

WHEREAS, the Goodmans settled down to a full and rich life together in Wilmette and produced a close and loving family consisting of their son, Paul, and their daughters, Barbara and Reva, their daughter-in-law Joan, and their sons-in-law Norman and Steven, as well as their five grandchildren; and

WHEREAS, Albert and Alice have spent five decades of marriage in loving and consistent devotion to one another, truly exemplifying the spirit of matrimony and serving as a model of inspiration to their children and to all who know them; and

WHEREAS, Albert and Alice are richly deserving of the fond and warm wishes of their many friends and family members as they mark this marital milestone.

NOW, THEREFORE, BE IT RESOLVED, that we, the Cook County Board President and the Board of Commissioners, do hereby extend to Albert and Alice Goodman our heartiest congratulations upon the 50th Anniversary of their wedding, and wish them many more years of continued happiness; and

BE IT FURTHER RESOLVED, that a copy of this Resolution be spread upon the official proceedings of the Board of Commissioners of Cook County, and that a copy thereof be transmitted to Albert and Alice Goodman to honor this memorable occasion.

RESOLUTION

COUNTY COMMISSIONERS

WHEREAS, the County Board has learned with sorrow of the death of William T. Hogan, a prominent labor leader for over 50 years; and

WHEREAS, Mr. Hogan founded Steel, Metal & Alloy Warehouseman's Local 785 in 1939, which merged with Teamsters Local 714 in the 1950's; and

WHEREAS, from 1986 through 1988, Mr. Hogan served as the head of Teamsters Joint Council 25, which oversaw 27 locals having as many as 150,000 members; and

WHEREAS, in 1990, Mr. Hogan retired as Secretary-Treasurer of Teamsters Local 714; and

WHEREAS, Mr. Hogan's son, William Hogan, Jr. and his grandson, Robert Hogan, have followed in his footsteps, both subsequently holding the positions of Secretary-Treasurer and principal officer of Teamsters Local 714 (positions which Robert Hogan currently occupies); and

WHEREAS, Mr. Hogan also served his country in the U.S. Navy during World War II; and

WHEREAS, Mr. Hogan leaves to cherish his memory his wife, Winifred, his sons, William, Jr., James and Michael, his daughters, Mary Jane Maxwell, Winifred Torii, Dorothy Olinger and Betty Jo Vendafreddo, 22 grandchildren and 19 great-grandchildren; and

WHEREAS, William T. Hogan will be missed by all who knew him.

NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Cook County does hereby express its deep sorrow at the death of William T. Hogan, offer its heartfelt sympathy to his family in their hour of sorrow and loneliness, for their loss shared by all members of this Body and the people of the County of Cook, and join his family and friends in honoring his memory.

POLICE CHIEF TIMOTHY LONERGAN

WHEREAS, TIMOTHY LONERGAN was the loving husband of Patricia, and

WHEREAS, TIMOTHY LONERGAN was the devoted father of Timothy, Cristine Strickland and Jennifer Boyle, and

WHEREAS, TIMOTHY LONERGAN was the affectionate grandfather of four, and

WHEREAS, TIMOTHY LONERGAN worked for 30 years in Rolling Meadows as a police officer and commander and helped conceive and set up the pioneering Police Neighborhood Resource Center which won national attention as the first community policing program in the northwest suburban area, and

WHEREAS, TIMOTHY LONERGAN was Police Chief of South Barrington for the last six years and gained a reputation as an officer and commander who was not only close to his men but had a special rapport with the public, and

WHEREAS, TIMOTHY LONERGAN was raised in the northwest suburbs and graduated from National Louis University and joined the Rolling Meadows Department at age 23, and

WHEREAS, TIMOTHY LONERGAN was a graduate of the FBI Academy in Quantico, Virginia and was active in the National and International Chief's of Police Associations, and

WHEREAS, TIMOTHY LONERGAN implemented "Line Solution Teams Concept" which allowed officers whose primary duties are in the patrol unit to gain diverse experience in other specialties, and

WHEREAS, TIMOTHY LONERGAN recruited and hired the first female Social Worker as an educational resource to help younger police officers understand social service issues in the community, and

WHEREAS, TIMOTHY LONERGAN formed the first Community Relations/Crime Prevention Division for the Rolling Meadows Police Department, and enhanced D.A.R.E. and the Neighborhood/Watch Programs and established a Police Civilian Auxiliary Unit, and

WHEREAS, TIMOTHY LONERGAN received the Life Saving Award for the rescue of two young girls who had fallen through the ice, two Exceptional Duty Service Awards and twenty-one Departmental Commendations for outstanding performance of duty, and

THEREFORE BE IT RESOLVED, the Board of Commissioners of Cook County does hereby offer its deepest condolences and most heartfelt sympathy to the family of Timothy Lonergan and joins them in their sorrow at this time, and

BE IT FURTHER RESOLVED, that this text be spread upon the official proceedings of this Honorable Body and a suitable copy of same be tendered to the family of Timothy Lonergan as testimony to his life achievements and work in the police field and his devotion to his family.

WHEREAS, the Chicago Shimpo Newspaper is beginning its 55th year of publication as the voice of Japanese-Americans in the Chicago area, and

WHEREAS, in the years immediately following World War II, more than ten thousand Japanese-Americans were resettled in Chicago and needed a newspaper to inform them, in a familiar language, of events and conditions here and in Japan, and

WHEREAS, as the Japanese economy grew in the next four decades, many Japanese businesses relocated to Chicago, and the Chicago Shimpo continued to provide American and Japanese news as well as Chicagoland news, and

WHEREAS, although other Japanese newspapers exist, these papers provide no Chicagoland news, and

WHEREAS, the Chicago Shimpo continues to provide news of local interest to Japanese-Americans, as well as reporting on governmental activities throughout the area, and

WHEREAS, more than 20,000 Japanese-Americans now live in the Chicagoland area, and

WHEREAS, as well as some 15,000 Japanese Nationals, and almost 1,000 Japanese businesses are located here, providing some 80,000 jobs, and

WHEREAS, the Chicago Shimpo, with 5,000 subscribers, continues as a vital publication for this community, providing unique news in English and Japanese, twice per week, and

WHEREAS, through the leadership and efforts of the publisher, Akiko Sugano and the editor, Yoshiko Urayama, the Chicago Shimpo has become a respected voice of the Japanese-American community in Cook County, now therefore

BE IT RESOLVED, that the Cook County Board of Commissioners does hereby congratulate the Chicago Shimpo on embarking on its 55th year of publication, and wishes it success as it continues on its mission in the coming decades.

WHEREAS Cecilia V. Green (nee Guilfoyle) was the dearly beloved wife of the late George Green, C.P.D., and

WHEREAS Cecilia V. Green was the devoted mother of Charles H. (Marge), G. Patrick (Patricia), William J. (Dorothy), Richard M. (Charlene) and Thomas J. Green, and

WHEREAS Cecilia V. Green was the cherished grandmother of 13, and

WHEREAS Cecilia V. Green was the fond sister of Eleanor "Sis" Daley (the late Honorable Richard J. Daley), the late Irene (the late James) Butler, the late Henry (the late Rose) Guilfoyle, the late Mayme (the late John) Kilroe, the late Robert (the late Agnes) Guilfoyle, the late Kate (the late Floyd) Oldham, the late Lloyd (the late Lucille) Guilfoyle, the late John Guilfoyle, the late Thomas (Libby) Guilfoyle and the late Rita ( the late James) Green, and

WHEREAS Cecilia V. Green was active in her church and her community, and was involved with many issues of importance to her neighborhood, and

WHEREAS Cecilia V. Green enjoyed spending time with her grandchildren, and often gave them gifts of blankets and clothing, which she would crochet by hand, and

WHEREAS all who knew her will attest that Cecilia V. Green was a kind and caring woman, generous in spirit, virtuous in character, who dearly loved her family and received much love in return, now

THEREFORE BE IT RESOLVED by the Board of Commissioners of Cook County, that the Board hereby expresses its deepest sorrow and extends its most heartfelt sympathy to the loved ones and many friends of Cecilia V. Green, and

WHEREAS, Joe and Emily Vallez are a dynamic and nationally prominent Latino husband and wife team whose unbounded energy and tireless dedication to the senior citizen community has been recognized by the National Hispanic Council on Aging 1999 Senior Citizen Volunteer Award; and

WHEREAS, in 1989, Joe and Emily Vallez received their first national recognition from First Lady Barbara Bush at a White House reception to honor them as the Great Family Foundation's Hispanic American Family of the Year; and

WHEREAS, Joe and Emily Vallez have served the young and the old of their community through their active involvement with numerous National Hispanic Organizations, including the American GI Forum, the National Hispanic Council on Aging, the National Hispanic Scholarship Foundation and the United States Hispanic Leadership Conference; and

WHEREAS, Joe and Emily Vallez also give their time to many Chicago Hispanic Organizations including the Latin American Bar Association, the Mexican-American Lawyers Scholarship Foundation, the Hispanic Heritage Committee of the Chicago Museum of Science and Industry, the M & M Society, the Fraternal Order of St. Francis and the Azteca Lions Club, where Emily served as the organization's first woman president in its 33 year history; and

WHEREAS, the selfless dedication and heart-felt compassion of Joe and Emily Vallez is evident in their every endeavor whether its organizing a Christmas luncheon for nearly 500 seniors or holding a fund-raiser for a six year old cancer victim; and

WHEREAS, through their unwavering commitment to the Latino community, Joe and Emily Vallez have established themselves as trusted community leaders and role models to future generations who want to serve their community and improve the lives of others.

NOW, THEREFORE, BE IT RESOLVED, that the President and Members of the Cook County Board of Commissioners, on behalf of the people of Cook County, take this opportunity as part of National Hispanic Heritage Month to express official personal gratitude and deep appreciation to Joe and Emily Vallez for their invaluable contributions to the Latino community and to congratulate them for receiving the National Hispanic Council on Aging 1999 Senior Citizen Volunteer Award; and

BE IT FURTHER RESOLVED, that a copy of this Resolution be spread upon the official proceedings of the Board of Commissioners of Cook County, and that a copy thereof be transmitted as a testimonial of the high esteem in which Joe and Emily Vallez are regarded by the Members of the Board of Commissioners of Cook County.
