RESOLUTION

 

WHEREAS, the Cook County Board of Commissioners has adopted a Real Property Assessment Classification 6b which provides an applicant a reduction in the assessment level for an industrial facility; and

 

WHEREAS, Class 6b requires the approval by the County Board of a special exception for abandonment in cases where the industrial facility has been abandoned for less than 24 consecutive months upon purchase; and

 

WHEREAS, the County Board of Commissioners has received and reviewed an application from CenterPoint Properties Trust and the Resolution from the Village of Elk Grove for a vacant industrial facility located at 955 Pratt Boulevard, Elk Grove Village, Cook County, Illinois, Property Index Number 08-34-307-016-0000; and

 

WHEREAS, the Cook County Board of Commissioners has determined that the granting of a 6b Real Estate Classification to the company will be beneficial to the County; and

 

WHEREAS, the Cook County Board of Commissioners has determined that the building was abandoned for approximately 20 months at the time of application, that special circumstances are present and that this incentive is necessary for use of the building to occur.

 

NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Commissioners of the County of Cook, State of Illinois, that the President and Board of Commissioners indicate their approval to the granting of a Cook County Real Estate Classification 6b abatement incentive to the company for an abandoned industrial facility located at 955 Pratt Boulevard, Elk Grove Village, under the provision for abandonment of less than 24 months; and

 

BE IT FURTHER RESOLVED, that the County Clerk is hereby authorized and directed to forward a certified copy of this Resolution to the Office of the Cook County Assessor.

WHEREAS, the County Board of Commissioners has received and reviewed an application from Elke Partners, LLC and the Resolution from the Village of Melrose Park for an abandoned industrial facility located at 3315 West North Avenue, Melrose Park, Cook County, Illinois, Property Index Number 12-33-302-009-0000; and

 

WHEREAS, Class 6b requires the validation by the County Board of the shortened period of qualifying abandonment in cases where the industrial facility has been abandoned for less than 24 consecutive months upon purchase; and

 

WHEREAS, the Cook County Board of Commissioners has determined that the building was abandoned for 23 months at the time of application, and that special circumstances are present.

 

NOW, THEREFORE, BE IT RESOLVED, that the President and Board of Commissioners of the County of Cook, State of Illinois, that the President and Board of Commissioners indicate their approval for the filing of an application for a Cook County Real Estate Classification 6b abatement incentive to the company for an abandoned industrial facility located at 3315 West North Avenue, Melrose Park, Cook County, Illinois, under the provision for abandonment of less than 24 months; and

 

BE IT FURTHER RESOLVED, that the County Clerk is hereby authorized and directed to forward a certified copy of this Resolution to the Office of the Cook County Assessor.

IN HONOR OF SCOTT STIEFEL

 

WHEREAS, Scott Stiefel has earned 21 merit badges and served Boy Scout Troop #216 of LaGrange Highlands, Illinois in a variety of leadership roles; and

 

WHEREAS, Scott Stiefel has completed a community service project by refurbishing the seating at the baseball diamond at Ridgewood Park and Western Springs Park District; and

 

WHEREAS, Scott Stiefel is a senior at the Illinois Mathematics and Science Academy in Aurora and plans to apply to the Massachusetts Institute of Technology this fall where he hopes to study chemical engineering; and

 

WHEREAS, Scott Stiefel began camping at Owasippe Scout Reservation when he was two years old, following the foot steps of his family; and

 

WHEREAS, Scott participated in the 2001 BSA National Jamboree at Fort A P Hill, Virginia; and

 

WHEREAS, Scott Stiefel sailed at the Boy Scouts of America High Adventure Base in Abaco Island, Bahamas in 2002; and

 

WHEREAS, Scott Stiefel received the Ad Altare Dei Catholic emblem; and

 

WHEREAS, Scott Stiefel has been elected as a member of the Order of the Arrow, the National Brotherhood of Honor Campers; and

 

WHEREAS, this Honorable Body takes great pride in recognizing those members of the community who work to advance progress and promote hard work in society.

 

NOW, THEREFORE, BE IT RESOLVED, that the President and Cook County Board of Commissioners wishes to extend their thanks to Scott Stiefel for his hard work and leadership among his peers as a member of the community.  The Cook County Board of Commissioners does hereby extend its congratulations to Scott Stiefel on his achievement of the rank of Eagle Scout.  Scott Stiefel is a dedicated young man who has strived to be a continuous credit to his family, friends and community.  Everyone is proud to have Scott be a part of their lives.  We congratulate Scott Stiefel on achieving the rank of Eagle Scout and all his future endeavors; and

NATIONAL GEOGRAPHIC INFORMATION SYSTEM DAY - 2003

 

WHEREAS, Geography Awareness Week is November 16 - 22, 2003; and

 

WHEREAS, National Geographic Information System (GIS) Day is November 19, 2003; and

 

WHEREAS, Geography Awareness Week promotes geographic literacy in schools and for the general public; and

 

WHEREAS, GIS is an important part of geography awareness; and

 

WHEREAS, the County of Cook relies heavily on its use of GIS to produce maps to graphically convey information regarding commissioner districts, highway road construction, precinct boundaries for elections, political districts, tax properties, assessment data, planimetrics for public works, cadastral data for tax maps, and more recently, graphical tracking of the West Nile virus; and

 

WHEREAS, Cook County has become renowned for its expertise in the use of GIS technology, receiving numerous awards and recognitions for its leadership, accomplishments and contributions in the GIS community; and

 

WHEREAS, the County of Cook is committed to expanding GIS to its constituent departments, its municipalities and other external government agencies, and to the general public by the establishment of countywide geographic information and the provision of access to maps and data.

 

NOW, THEREFORE, I, John H. Stroger, Jr., President of the Board of Commissioners of Cook County, Illinois, do hereby proclaim November 19, 2003, as NATIONAL GEOGRAPHIC INFORMATION SYSTEM (GIS) DAY and urge all citizens to participate in GIS Day activities.

WHEREAS, Almighty God in His infinite wisdom has called Theodore A. Wadlington from our midst; and

 

WHEREAS, a native of Sterling, Arkansas, Theodore was born on September 11, 1920, in Chicot County; and

 

WHEREAS, Theodore grew up in Realand, Arkansas, and went on to attended AM&N, which is now known as the University of Arkansas, Pine Bluff, he also attended Howard University in Washington, D.C.; and

 

WHEREAS, proud of his country, Theodore A. Wadlington was firmly committed to defending our Nation's principles of freedom and democracy when he valiantly served the United States Army in World War II; and

 

WHEREAS, Mr. Wadlington completed his tour of duty and was discharged and decorated with honors in 1945; and

 

WHEREAS, a dedicated public servant, Theodore A. Wadlington was devoted to providing his entire life to public service and to the people of Cook County; and

 

WHEREAS, a committed employee who routinely went far beyond the call of duty to complete a task, Mr. Wadlington served for more than twenty years as a budget analyst for Cook County Government; and

 

WHEREAS, Theodore A. Wadlington will be remembered as a loving and a devoted father to his two children and a caring brother to his five sisters and two brothers; and

 

WHEREAS, Theodore A. Wadlington was a true friend to the City of Chicago and to Cook County Government; he was a distinguished gentleman always projecting integrity and kindness, he was a man who, without question, set a fine example for all to follow.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five million residents of Cook County, does hereby express its deepest condolences and most heartfelt sympathy to the family as well as the many friends and loved ones of Theodore A. Wadlington; and

 

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to the family of Theodore A. Wadlington so that his memory may be so honored and ever cherished.

WHEREAS, Carrie encouraged her eight children to pursue a good education and become productive citizens; and

 

WHEREAS, Carrie and her children have been featured on the Oprah Winfrey Show, NBC, and Good Morning America morning television programs for being an outstanding American family; and

 

WHEREAS, Carrie had a strong abiding faith in our Lord and Savior which she passed along to her children; and

 

WHEREAS, Carrie was a model citizen and a single parent; and

 

WHEREAS, Carrie is gone, but not forgotten.  She will be sorely missed.

 

NOW, THEREFORE, BE IT RESOLVED, that the President and Members of the Board of Commissioners, on behalf of the more than five million residents of Cook County, do hereby extend to the family of the late Carrie Ponder our deepest condolences and heartfelt sympathies, for their loss is shared by this Honorable Body and the people of Cook County; and

WHEREAS, Almighty God in His infinite wisdom has called legendary Chicago Sun-Times columnist, Irv Kupcient from our midst; and

 

WHEREAS, despite humble origins as the son of a bakery truck driver, Mr. Kupcinet grew into a true Chicago icon, beginning his historic career as a sportswriter in 1935; and

 

WHEREAS, Kup's Column celebrated its 60th anniversary this year to become the longest running newspaper column in the nation's history; and

 

WHEREAS, Kup's keen insight, voluminous Rolodex and engaging writing style made Kup's Column the most widely read feature in Chicago; and

 

WHEREAS, a pioneering television host, his program, Kup's Show, premiered in February 1959, and ran for a record 27 years, providing richly textured insight into the lives of celebrities from around the globe, the program was honored with the prestigious Peabody Award for nearly three decades of innovative television programming; and

 

WHEREAS, Kup had the distinction of being a member of four Halls of Fame; one for journalism and one for sports; in addition to the Jewish and the University of North Dakota Halls of Fame; and

 

WHEREAS, to say that Kup's boundless reservoir of historical experiences, as well as his myriad contributions to the journalistic and sports arenas served as a source of inspiration and joy for countless admirers and students around the world, would be a gross understatement; and

 

WHEREAS, with the passing of Irv Kupcinet, we have lost an innovative and distinguished journalist, who, in all his 91 years, never lost the "fire in his belly" and maintained a voracious appetite for knowledge, displaying an unrivaled work ethic.

WHEREAS, Cook County is a home rule unit of local government pursuant to Article VII Section 6(a) of the 1970 Illinois Constitution, and as such may exercise any power and perform any function pertaining to its government and affairs; and

 

WHEREAS, the cost of maintaining inmates at Cook County Jail is an increasing financial burden on the taxpayers of Cook County; and

 

WHEREAS, a significant number of these individuals are held for non-bondable offenses, and the State of Illinois is authorized to pay the County at a rate of $50.00 per day for each detainee in the custody of Cook County Jail who are denied bail according to Section 110-18 of this code (725 ILCS 5/110-6.1); and

 

WHEREAS, such payment s can be collected from the State of Illinois only if the Sheriff certifies to the County Treasurer, the number of days that persons had been detained in the custody of the Sheriff without bond being set as a result of an order entered pursuant to Section 110-6.1; and

 

WHEREAS, the County Treasurer shall, no later than January 1, annually certify to the Supreme Court the number of days that persons had been detained without bond during the twelve month period ending November 30, in order to have the money appropriated to the Supreme Court for that purpose.

 

NOW, THEREFORE, BE IT RESOLVED, that the Sheriff takes immediate action to certify the number of eligible detainees to meet the November 30 deadline; and

 

BE IT FURTHER RESOLVED, that the Cook County Board of Commissioners and the Sheriff work aggressively with the Governor and members of the General Assembly of Illinois to ensure that the necessary funding is appropriated in the State's next fiscal year budget to be used for above stated purpose.
