requesting authorization to accept a supplemental grant award in the amount of $225,320.00 from the Department of Justice, Bureau of Justice Assistance. This grant provides continued funding to enable the State’s Attorney’s Office to sustain efforts under the Financial Crime-Free Communities Support Anti-Money Laundering Grant Program. Specifically, the office will continue to focus on money laundering mechanisms employed by street gangs and narcotics trafficking organizations that operate in the Chicago area in an effort to identify, expose and prosecute the segment of the drug trade that moves and enables the movement of money. The funds provided through this grant support the salaries and fringe benefits of one (1) senior level assistant state’s attorney, one (1) state’s attorney investigator, two (2) part-time auditors and one (1) part-time law clerk.
This grant does not require a match contribution.
The authorization to apply for this grant was given by the Cook County Board of Commissioners on September 4, 2003.

This grant will provide two (2) years of continued funding for the Prosecutor Based Victim Assistance Services – Juvenile Court Program. The program funds three (3) delinquency courtroom specialists and one (1) transfer specialist who work in the Victim Assistance Program at Juvenile Court.
This grant requires that the office match 25% of the grant award. The match contribution for this program is both an in-kind match as well as a cash match. The in-kind match supports the salary and fringe benefits of one (1) of the juvenile court victim specialists. Due to increasing hospitalization and other fringe benefit costs, the current grant award received by the office does not cover the full fringe benefit costs of the three (3) federally-funded juvenile court specialists. The $28,787.00 in cash matching funding will support the remaining hospitalization costs of the three (3) federally-funded juvenile court specialists.

This program funds three (3) homicide specialists who work in the Victim Witness Assistance Program. In addition, critical ongoing monthly support groups for adult and Spanish-speaking survivors of homicide victims as well as a court orientation series are provided through this initiative.
This grant requires a 25% match for this program. The match commitment for this program is a cash match that supports a portion of the fringe benefits for the three (3) homicide specialists as well as the court orientation series, the three (3) adult support groups held in Markham, Des Plaines and Oak Park, and the two (2) Spanish-speaking support groups held at 2650 South California and Oak Park.
The authorization to apply for this grant was given on September 4, 2003 by the Cook County Board of Commissioners.

Mr. Kreloff will act as a consultant to the office of the Clerk in respect to initiatives in the Illinois Legislature and report on other introduced legislation at all governmental levels that impacts on the County Clerk’s Office. Mr. Kreloff will advise the Clerk on implementation of procedural changes necessary to comply with new federal and state laws. Mr. Kreloff will serve as a liaison with the Cook County Board of Commissioners and the Cook County lobbyists on legislative matters. Mr. Kreloff will advise and assist on intergovernmental activities and projects.
New federal and state laws require implementation of provisional voting and a state wide voter registration file for 2004 all as a run-up to substantial reinventing of Illinois election procedures in 2005 and 2006.
The office will handle a continuing need for efforts to secure maximum financial support from the State of Illinois election fund and to enact laws ensuring appropriate administration of Cook County elections.
Mr. Kreloff has over thirty (30) years of experience in election law in Illinois. Mr. Kreloff supervised the Election Law Unit for the Cook County State’s Attorney’s Office and served as attorney to the County Officers Electoral Board. Mr. Kreloff has litigated on behalf of clients from both major political parties before numerous electoral boards, circuit courts, and courts of review. Mr. Kreloff has experience in the Illinois legislative process through advocacy on behalf of the Cook County State’s Attorney’s Office, the Illinois Attorney General’s Office, the Cook County Judicial Advisory Council, and the Cook County Clerk’s Office. |

I respectfully submit to your Honorable Body and recommend for adoption, an ordinance revising the speed limit along Euclid Avenue between Wheeling Road and Wolf Road, which is under the maintenance jurisdiction of Cook County. The recommended speed limit was determined by engineering and traffic investigation in accordance with the provisions of Article VI of the Illinois Vehicle Code and as more fully explained in the following ordinance.
It is respectfully requested that should your Honorable Body concur in this recommendation, the ordinance be adopted.
IT IS HEREBY DECLARED by the Board of Commissioners of Cook County, Illinois, that the basic statutory vehicular speed limits established by Section 11-601 of the Illinois Vehicle Code are greater, or less, than that considered reasonable and proper on the road listed below for which the County has maintenance responsibility and which is not under the jurisdiction of the Department of Transportation, State of Illinois; and
BE IT FURTHER DECLARED that this Board has caused to be made an engineering and traffic investigation upon the road listed below; and
BE IT FURTHER DECLARED that by virtue of Section 11-604 of the above Code, this Board determines and declares that reasonable and proper absolute maximum speed limits upon the road described below shall be as stated herein; and
BE IT FURTHER DECLARED that signs giving notice thereof shall be erected in conformance with the standards and specifications contained in the Manual on Uniform Traffic Control Devices, the Illinois Supplement to the National Manual on Uniform Traffic Control Devices, and the Standard Specifications for Traffic Control Items; and
BE IT FURTHER DECLARED that this Ordinance shall take effect immediately after the erection of said signs giving notice of the maximum speed limits.

WHEREAS, salaries and wages for these agreements have previously been approved by the Board of Commissioners.

respectfully submitting this resolution regarding the William E. Holke’s application for Class 6b property tax incentive for your consideration.
William E. Holke requests approval of the special exception to the 24 month abandonment rule under the Class 6b Ordinance. This resolution is required so that the company can complete his application to the Assessor of Cook County within the 90 day period from purchase of the property.
Submitting the company’s application for Class 6b, the Resolution of the Village of Alsip, and a Department of Planning and Development staff report for your information.
PROPOSED RESOLUTION
WHEREAS, the Cook County Board of Commissioners has adopted a Real Property Assessment Classification 6b that provides an applicant a reduction in the assessment level for an industrial facility; and
WHEREAS, the County Board of Commissioners has received and reviewed an application from William E. Holke and the Resolution from the Village of Alsip, for an abandoned industrial facility located at 5909 West 115th Street, Alsip, Cook County, Illinois, Property Index Number 24-20-402-005; and
WHEREAS, Class 6b requires the validation by the County Board of the shortened period of qualifying abandonment in cases where the industrial facility has been abandoned for less than 24 consecutive months upon purchase; and
WHEREAS, the Cook County Board of Commissioners has determined that the building was abandoned for 20 months at the time of application and that special circumstances are present.
NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Commissioners of the County of Cook, State of Illinois, that the President and Board of Commissioners indicate their approval for the filing of an application for a Cook County Real Estate Classification 6b abatement incentive to William E. Holke for an abandoned industrial facility located at 5909 West 115th Street, Alsip, Cook County, Illinois, under the provision for abandonment of less than 24 months; and

RESOLUTION
WHEREAS, the fifth grade students of Edward Everett Elementary School have diligently completed training under the aegis of the Chicago Alternative Policing Strategy Drug Abuse Resistance Education Program (D.A.R.E.); and
WHEREAS, the increasing pressure from undesirable social factors has the potential to lead today's youth astray, thus programs like D.A.R.E. are necessary to provide students with knowledge, self-esteem, and strength of character to resist such pressure; and
WHEREAS, the students have benefited from the positive classroom environment maintained by their teachers, Mr. Carlon and Ms. Robles, their principal, Ms. Mary Lou Gutierrez, and their D.A.R.E. program instructor, Officer Daina Smith of the Chicago Police Department; and
