WHEREAS, in accordance with Rule 4-1(a), the Cook County Board of Commissioners shall hold regular meetings pursuant to an annual calendar adopted by resolution of the Board; and
WHEREAS, in accordance with Section 2.02 of the Illinois Open Meetings Act, every public body shall give public notice of the schedule of regular meetings at the beginning of each calendar or fiscal year and shall state the regular dates, times and places of such meetings.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF COOK COUNTY, ILLINOIS:
1. That the Board of Commissioners of Cook County shall hold its regular meetings and regular meetings of the Finance, Zoning and Building, and Roads and Bridges Committees of the Board on the following dates during 2004:

RESOLUTION
WHEREAS, Collective Bargaining Agreements for the period of December 1, 2001 through November 30, 2004 have been negotiated between the County of Cook and the Illinois Fraternal Order of Police (Labor Council), representing Juvenile Temporary Detention Center, Department for Management of Information Systems and Department of Central Services employees; and
WHEREAS, salaries and wages for these agreements have previously been approved by the Board of Commissioners.
NOW, THEREFORE, BE IT RESOLVED, that these union agreements be approved by the Board of Commissioners of Cook County.

WHEREAS, the fifth grade students of Edward Everett Elementary School have diligently completed training under the aegis of the Chicago Alternative Policing Strategy Drug Abuse Resistance Education Program (D.A.R.E.); and
WHEREAS, the increasing pressure from undesirable social factors has the potential to lead today's youth astray, thus programs like D.A.R.E. are necessary to provide students with knowledge, self-esteem, and strength of character to resist such pressure; and
WHEREAS, the students have benefited from the positive classroom environment maintained by their teachers, Mr. Carlon and Ms. Robles, their principal, Ms. Mary Lou Gutierrez, and their D.A.R.E. program instructor, Officer Daina Smith of the Chicago Police Department; and
WHEREAS, the fifth grade students of Everett Elementary School have pledge to practice the D.A.R.E. principals of saying "No" to the use of illegal drugs, and "Yes" to the benefits of a good education; now therefore
BE IT RESOLVED, that the President and Board of Commissioners of Cook County salute the following students from Everett Elementary School's fifth grade on their outstanding achievements:

WHEREAS, Almighty God in His infinite wisdom has called one of Cook County Government's most talented and dedicated employees, Eric Dwayne Miller from our midst; and
WHEREAS, Eric Miller served Cook County Government with distinction as a special assistant to Cook County Board President John H. Stroger, Jr.; and
WHEREAS, Eric brought a wide range of experience from both the private and public sectors to the position. Before coming to County Government in 1999, Mr. Miller worked on the issues staff for the Illinois House of Representatives. Prior to that, Eric worked for more than 12 years as Director of Operations for the law firm of Feingould & Levy; and
WHEREAS, Eric brought warmth, professionalism and sensitivity to the Office of the President; he was always concerned about the welfare of his colleagues and the people he served; and
WHEREAS, Eric Miller attended Quigley North High School and was involved in a diverse array of extracurricular activities, including basketball; and
WHEREAS, in addition to athletics, Eric excelled academically and went on to graduate as valedictorian of Quigley North's Class of 1979; and
WHEREAS, genuine and understated by nature, Eric never boasted about his stellar accomplishments. Even though he was offered a basketball scholarship to Georgetown University, he opted to stay in Chicago and attended DePaul University, graduating in 1985 with a degree in accounting; and
WHEREAS, widely admired for being on the "cutting edge", Eric thought "outside the box" years before the term became a popular expression; and
WHEREAS, Eric brought his keen intellect and detail orientation to every endeavor he undertook. His presence in County Government was a blessing because he always stressed preparation and made a point to make sure that events flowed as smoothly as humanly possible; and
WHEREAS, with the passing of Eric Miller, we have lost a brilliant, forward thinking individual with seemingly unending compassion. He was truly a man who set a fine example for all to follow.
NOW, THERFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five million residents of Cook County, does hereby express its deepest condolences and most heartfelt sympathy to the family as well as the many friends and loved ones of Eric Dwayne Miller; and
BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to the family of Eric Dwayne Miller so that his rich legacy may be so honored and ever cherished.

ANNEXATION OF UNINCORPORATED TERRITORY
(CITY OF MARKHAM)
WHEREAS, the President and the Members of the Cook County Board of Commissioners have been advised by Commissioner Deborah Sims that the City of Markham is contemplating the annexation of a portion of the unincorporated territory lying generally between Dixie Highway, 159th Street, Rockwell Avenue and 160th Street; and
WHEREAS, it is the stated position of the Cook County Board of Commissioners to favor such annexations in order to better serve the interest of the citizens residing within those areas, to alleviate the burden of providing basic city services to those residents which now fall upon the County of Cook and to expand the tax base of the City and of the County and to provide a base for future industrial expansion; and
WHEREAS, based upon the foregoing consideration it is the determination of the Cook County Board of Commissioners that such annexation activity by the City of Markham should be supported and encouraged.
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby indicate to the City of Markham its full support and encouragement in the effort to annex that portion of the unincorporated territory lying generally between Dixie Highway, 159th Street, Rockwell Avenue and 160th Street and pledge to assist in what ever manner possible; and
BE IT FURTHER RESOLVED, that the Secretary of the Cook County Board of Commissioners is hereby directed to immediately forward a certified copy of this Resolution to the corporate authorities of the City of Markham.

PRESIDENT OF THE COOK COUNTY BOARD OF COMMISSIONERS
WHEREAS, in the world, there are 42 million people living with AIDS; and
WHEREAS, according to the Centers for Disease Control (CDC), in the United States, through 2002, approximately 886,575 people have been diagnosed with AIDS; and
WHEREAS, the CDC also report that, as of 2002, there were approximately 28,426 cumulative AIDS cases; and
WHEREAS, over the last three years, 3,100 people were diagnosed with AIDS in the State of Illinois; and
WHEREAS, 2,296 people are living with HIV disease in suburban Cook County, in addition to the 15,884 cases in the City of Chicago; and
WHEREAS, the Cook County HIV epidemic impacts all genders, ages, races, ethnicities and communities; and
WHEREAS, the HIV epidemic is fueled by denial of personal risk, failure to reduce risky behavior and lack of knowledge of HIV status; and
WHEREAS, HIV stigma and discrimination are enemies of the public health, threatening the effectiveness of HIV prevention and care programs by discouraging individuals from coming forward for testing, risk-reduction support and HIV medical care; and
WHEREAS, working to protect the residents of suburban Cook County from disease and prevent the spread of HIV, the Cook County Department of Public Health offers free, anonymous, HIV testing and risk-reduction counseling to all suburban Cook County residents; and
WHEREAS, the Cook County Bureau of Health Services offers free HIV care to those living with HIV through the Ruth M. Rothstein CORE Center.
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five million residents of Cook County, in recognition of World AIDS Day 2003, does hereby strongly encourage:
· Community leaders to initiate dialogue about HIV within their communities to work to end discrimination against people living with HIV.
· Families to talk with youth about HIV, insuring that youth have the knowledge, values, means and self-confidence to protect themselves in the midst of an epidemic.
· Residents to take the risk of HIV seriously and to use the free, anonymous HIV testing and risk-reduction services offered by the Cook County Department of Public Health to learn their HIV status and how to protect themselves.
