Transmitting herewith is an Interest Arbitration Award covering wages and other issues for County Police Officers for consideration at the April 15, 2003 Board Meeting.

 

Respectfully request your consideration of this Interest Arbitration Award.

 

Estimated Fiscal Impact:  $4,077,117.00 (3 year cost).

 

PROPOSED RESOLUTION

 

WHEREAS, the County of Cook/Sheriff of Cook County and the Metropolitan Alliance of Police, Local 201 entered into Compulsory Interest Arbitration under Section 14 of the Illinois Public Relations Act; and

 

WHEREAS, an Interest Arbitration Award has been issued concerning unresolved salary issues covering the period December l, 2001 through November 30, 2003.

 

NOW, THEREFORE, BE IT RESOLVED, that this award be submitted for consideration by the Board of Commissioners of Cook County.

REQUEST TO AMEND A PREVIOUSLY APPROVED APPROPRIATING RESOLUTION

Appropriating Improvement Resolution

Joe Orr Road, Bishop Ford Freeway (IL-394) to Burnham Avenue

in the Village of Lynwood

Section:  02-B6736-01-EG

Fiscal Impact:  $175,000.00

from the Motor Fuel Tax Fund (600-600 Account)

 

This letter of correction amends a previous communication transmitted to your Honorable Body on March 18, 2003 as Agenda Item #52.  The previous communication reflected an Appropriating Resolution and should have correctly reflected an Improvement Resolution.  The amended communication is as follows.

 

I respectfully submit to your Honorable Body and recommend for adoption, a Resolution appropriating funds for Phase II engineering for an improvement involving the relocation of Joe Orr Road between the Bishop Ford Freeway and Torrence Avenue and new construction of Joe Orr Road between Torrence Avenue and Burnham Avenue in the Village of Lynwood.

 

This improvement, as proposed, will be payment for the twenty percent (20%) local match for Federal Project M-6003(881) for design engineering and plan preparation by an outside engineering consultant and includes review by County Forces.

 

I have therefore prepared the accompanying Improvement Resolution appropriating the sum of One Hundred and Seventy-Five Thousand Dollars ($175,000.00) from the Motor Fuel Tax Fund, and should your Honorable Body concur in this recommendation, I respectfully request that the Resolution be adopted and forwarded to the Illinois Department of Transportation, Division of Highways, for approval.

PROPOSED CONTRACT

Transmitting a Communication, dated April 10, 2003 from

 

JOHN H. STROGER, JR., President, Cook County Board of Commissioners

 

I am requesting authorization for the Purchasing Agent to enter into a professional service contract with the John Howard Association, Chicago, Illinois, and additionally with nationally experienced and qualified consultants approved by the Office of the Chief of the Bureau of Public Safety and Judicial Coordination, with the advice and consent of both the Office of the President and Sandra Jones, Acting Superintendent of the Juvenile Temporary Detention Center (JTDC), to provide technical assistance to improve JTDC practices and conditions cited in the Doe v. Cook County 99-C-3945 Class Action law suit and to bring the JTDC into compliance with the State of Illinois Standards for Juvenile Detention.

 

The John Howard Association will assist with the preparation of an internal implementation plan; establish a roster management system; review and develop policies and procedures; train detention center staff; and monitor implementation of the new policies and procedures.

 

The John Howard Association is recommended based upon its familiarity with the Juvenile Temporary Detention Center's overall condition and needs as well as on its national reputation for thorough, effective, and unbiased work.

 

Estimated Fiscal Impact:  None.  Grant funded amount:  $150,000.00.  Contract period:  May 1, 2003 through April 30, 2005.  (768-260 Account).

PROPOSED AGREEMENT

 

ITEM #5

 

Transmitting a Communication, dated April 8, 2003 from

 

TIMOTHY C. EVANS, Chief Judge, Circuit Court of Cook County

 

I respectfully request that the Cook County Board of Commissioners provide authorization for the County of Cook, on behalf of the Circuit Court of Cook County, to enter into a proposed Insurance and Idemnification Letter Agreement with the Illinois Sports Facilities Authority for the use of U.S. Cellular Field facilities from May 5, 2003 through May 9, 2003.  Although the cost of the Agreement is less than $25,000.00, this matter has been brought to your attention on the advice of the State's Attorney's Office, due specifically to the insurance and idemnification provisions.  A representative of the Cook County Office of Risk Management has approved the Agreement in its present form.

 

Beginning on May 5, 2003, the Circuit Court of Cook County's Traffic Division will host the fourth annual traffic safety initiative at U.S. Cellular Field.  The program, Smart Choices, will feature workshops and demonstrations to raise awareness among high school students on the dangers of driving while intoxicated.  More than 800 students from 17 Chicago schools are expected to attend the five-day program.  This initiative is an important part of the court's comprehensive Drive Wise Stay Alive traffic safety awareness campaign, funded by a grant from the Illinois Department of Transportation (County Grant No. 8220201).

 

The cost of the Agreement, for park supervision, security and janitorial services is not expected to exceed $2,500.00.  The cost will be funded by the grant and as such, the Agreement will have no fiscal impact on Cook County.

 

Estimated Fiscal Impact:  None.  Grant funded amount:  not to exceed $2,500.00.

Pursuant to Rule 4-30, George Blakemore, addressed the President and Members of the Cook County Board of Commissioners.  Mr. Blakemore spoke concerning several issues regarding Cook County.
