Please be advised that our law firm represents the Village of Dixmoor.  Submitted herewith, please find a municipal application for the Cook County No Cash Bid Program from the Village of Dixmoor, which includes the following documents:

 

1.      An original copy of Resolution Number 03LR-51 of the Village of Dixmoor, which identifies the current condition of the above referenced parcels of property and describes the intended use of the overall property by the Village; and

 

2.      A current title search on each parcel of property; and

 

3.      A Sidwell Map of the area identifying each parcel of property; and

 

4.      Photographs of the area depicting each parcel of property.

 

It is the intent of the Village, upon acquisition of the parcels of property, to further its goal of economic development by returning these tax delinquent lots to a tax producing status in order to compliment and enhance ongoing redevelopment efforts within the area, which will stabilize and increase overall property values.

 

As required under the program, the Village will provide for legal counsel, will bear all cost associated with acquisition of the parcels of property and will meet reporting requirements.

Commissioner Maldonado, seconded by Commissioner Daley, moved to suspend the rules so that this matter may be considered.  The motion carried unanimously.

 

Commissioner Sims, seconded by Commissioner Moreno, moved that the communication be referred to the Committee on Finance Tax Delinquency Subcommittee.  (Comm. No. 259635).  The motion carried unanimously.

Re:   Village of Brookfield's Acquisition of 9528-48 West Ogden Avenue

        No Cash Bid Application 2003-1 Permanent Index Number:  32-33-102-022-0000

 

The purpose of this letter is to inform you of the Village of Brookfield's desire to participate in the Cook County No Cash Bid Program.  The Village is interested in acquiring the above referenced commercial property located in its community.  The real estate taxes have been delinquent for two or more years; therefore, pursuant 35 ILCS 200/21-90 it is eligible for a No Cash Bid.

Please accept this request to obtain the above referenced property.  The Village does not have a third-party developer at this time; however, the Village intends to acquire this property for future economic development.

 

As part of this request, the Village has submitted all the information that is required by the Cook County Board of Commissioners to enable Brookfield to participate in this program.  The Village has retained the services of an attorney that concentrates in this area to proceed to a tax deed and perform all other legal activities associated with this program.

PROPOSED ORDINANCE

 

Amendment to the Cook County Zoning Ordinance of 2001 (01-O-30)

to include the Garage Sale Ordinance

 

WHEREAS, the County of Cook is a home rule unit pursuant to Article VII, Section 6 of the 1970 Illinois Constitution; and

 

WHEREAS, as a home rule unit, Cook County may exercise any power and perform any function pertaining to its government and affairs; and

 

WHEREAS, at this time there is no ordinance governing garage sales currently in the Cook County Zoning Ordinance.

 

NOW, THEREFORE, BE IT ORDAINED that the Cook County Board of Commissioners shall amend Article 4.1.5 R-1 Single Family Residence District, Temporary Uses, of the Cook County Zoning Ordinance to include Garage Sales as follows:

 

            5.         Garage Sales.

                        Garage sales shall be limited to two sales per household per year.  Garage sales shall be held for no more than 3 consecutive days.  Garage sales shall only be permitted between the hours of 8 a.m. and 6 p.m.

 

            5 6.       Other temporary uses as permitted by this Ordinance.

 

This ordinance shall be in effect immediately upon passage.

PROPOSED RESOLUTION

 

            WHEREAS, in accordance with Rule 4-1(a), the Cook County Board of Commissioners shall hold regular meetings pursuant to an annual calendar adopted by Resolution of the Board; and

 

            WHEREAS, the Cook County Board of Commissioners has scheduled by Resolution, only one regular meeting of the Board of Commissioners in the month of July 2003 (July 1, 2003), and no regular meeting during the month of August 2003; and

 

            WHEREAS, the matters hereinafter stipulated shall be submitted for approval, subject to polling of the Commissioners under Rule 4-2 during the months of July and August 2003:

 

            1)    Court Orders;

            2)    Invoices submitted pursuant to the terms and conditions of contracts and agreements previously approved by the Board of Commissioners of Cook County;

            3)    Industrial Commission Claims;

            4)    Third Party Liens;

            5)    Subrogation Recoveries;

            6)    Self-Insurance Program Settlement Claims;

            7)    Proposed Settlements;

            8)    Outside Counsel;

            9)    Patient/Arrestee Claims;

           10)    Transfers of Funds;

           11)    Employees’ Injury Compensation Claims (Cook County and Forest Preserve District);

NOW, THEREFORE, BE IT RESOLVED, that the Comptroller and Treasurer of Cook County be, and they are hereby authorized to pay all matters approved by the respective polls.

PROPOSED RESOLUTION

 

WHEREAS, on Thursday, May 29, 2003 the governor of the state of Arkansas, the Honorable Mike Huckabee, hosted a reception in honor of the varied achievements of native Arkansan, Cook County Board President John H. Stroger, Jr.; and

 

WHEREAS, Governor Mike Huckabee, a Republican, who was born in Hope, Arkansas, has the distinction of being the third longest serving governor in Arkansas history; and

 

WHEREAS, an affable, kind-hearted gentleman, Governor Mike Huckabee remarked that President Stroger’s “commitment to public service knows no bounds”; and

 

WHEREAS, Governor Mike Huckabee also graciously noted that President Stroger has “consistently shown dedication to others by ensuring a better quality of life for them”.  He stated “the people of Arkansas are proud to have someone who has persevered and achieved so much”; and

 

WHEREAS, as governor, Mike Huckabee got off to a fast start; during his first legislative session, he signed legislation implementing ARKids First, an innovative program that provides health insurance to children whose parents work and make too much money to qualify for Medicaid, yet not enough to cover the real-world costs of private coverage.  He also can take credit for signing the first major broad-based tax cut in Arkansas history; and

 

WHEREAS, in summing-up why he wanted to host a reception celebrating President Stroger’s legacy, he succinctly stated that Stroger’s “leadership has inspired and touched the lives of many throughout the years”.

 

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five millions residents of Cook County, does hereby congratulate Cook County Board President John H. Stroger, Jr. on being honored for his legacy of achievement by the governor of the great state of Arkansas, the Honorable Mike Huckabee; and

 

BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to Cook County Board President John H. Stroger, Jr., in support of this distinguished honor.
