WHEREAS, with the impending retirement of Bea Sumlin, Cook County Government will soon lose one of its most dynamic, affable and dedicated employees; and
WHEREAS, with more than 31 years in County Government, Ms. Sumlin excelled in every position she accepted over the range of her illustrious career; and
WHEREAS, her first position with the County was in the Sheriff’s Office where she worked as Deputy Sheriff. She also worked in the Cook County State’s Attorney’s Office where she was one of the first Victim Witness Specialists; and
WHEREAS, Bea Sumlin is the consummate professional whose kind demeanor and commitment to public service will be sorely missed; and
WHEREAS, in the “timeless arena” called retirement, Ms. Sumlin will have ample time to do whatever her heart desires, particularly activities related to her position as Committeeman of the Eighth Ward Regular Democratic Organization.
NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners, on behalf of the more than five million residents of Cook County, does hereby congratulate and thank Ms. Bea Sumlin for the more than three decades of exemplary service she provided to Cook County Government and sends best wishes as she enters the care-free, boundless realm of retirement; and
BE IT FURTHER RESOLVED, that a suitable copy of this Resolution be tendered to Bea Sumlin in recognition of the myriad contributions she has made to Cook County Government.

REAL ESTATE MATTERS
ITEM #4
Transmitting a Communication, dated September 4, 2003 from
JOHN W. DAVIS, Director, Real Estate Management Division
requesting authorization for the Director of the Real Estate Management Division to retain U.S. Equities Realty, Inc. to undertake additional due diligence investigations to determine the suitability of an existing structure for use as a Records Storage Facility. Professional services to be provided including reviewing all documents concerning the condition and status of the property, contracting for physical inspections, appraisals, environmental inspections, and any other inspections and evaluations requiring outside services or consultation. This arrangement will allow all such recommended services to be obtained in a timely manner in order to meet the anticipated time frame for due diligence reviews.
Estimated Fiscal Impact: Not to exceed $102,300.00.
Bond Issue (20000 Account).
Sufficient funds have been appropriated to cover this request.

ITEM #5
Transmitting a Communication, dated September 4, 2003 from
JOHN W. DAVIS, Director, Real Estate Management Division
On July 1, 2003 the Board of Cook County Commissioners authorized the Real Estate Management Division to proceed with negotiations for the possible purchase of a warehouse building for the storage of records and other material. Pursuant to such authorization, the Real Estate Management Division requests permission to discuss the following matter with the Board of Commissioners pursuant to County Ordinance 95-O-7 regarding the acquisition of real estate:
4545 through 4549 West Cermak Road
Chicago, Illinois
If the Board approves the proposed acquisition, this approval shall include the following authorization:
(i) For the President and the Comptroller to execute the proposed purchase contract (the “Contract”);
(ii) For the Comptroller to pay the earnest money of $250,000.00 to First American Title Insurance Company for deposit into escrow within ten days after Board authorization of the Contract;
(iii) For the Real Estate Director to execute any and all notices under the Contract, including any notice to terminate the Contract in the event unsatisfactory matters are discovered during the due diligence period;
(iv) For the President or the Real Estate Director to execute any and all documents and instruments and to take such other action as may be necessary to effectuate the purchase of 4545 through 4549 West Cermak; and
(v) For the comptroller to pay the Purchaser’s share of closing costs and title charges, up to $5,000.00.
Approval recommended.

In accordance with Rule 4-2(c), the vote on the poll taken July 18, 2003 is as follows: 16 Yeas; 0 Nays; and 1 Absent (Commissioner Peraica).
